O presente trabalho tem por objetivo analisar comparativamente os elementos centrais dos códigos de ética do serviço público do Brasil, Estados Unidos, Reino Unido, Nova Zelândia e Coréia do Sul, por serem um instrumento fundamental em sistemas de governança pública. Os autores centram sua revisão de literatura na relação entre ética e o poder discricionário na administração pública no âmbito da Nova Administração Pública. A revisão concentra-se também nos conceitos de código de ética e sistemas de gestão de ética. Por meio de uma pesquisa bibliográfica e documental, a pesquisa coloca foco nos códigos de ética dos referidos países, utilizando categorias de análise de estudos internacionais. Os resultados indicam diferenças de conteúdo entre os códigos investigados – como a motivação dos códigos e a forma como as sanções são tratadas – e, por fim, são apontadas contribuições para a revisão ou ampliação dos códigos de ética na administração pública brasileira de forma a contribuir com a governança pública.
