In 2006, the Mexican government launched an aggressive campaign to weaken drug-trafficking organizations (DTOs). The security policies differed significantly from those of previous administrations in the use of a leadership strategy (the targeting for arrest of the highest levels or core leadership of criminal networks). While these strategies can play an important role in disrupting the targeted criminal organization, they can also have unintended consequences, increasing inter-cartel and intra-cartel fighting and fragmenting criminal organizations. What impact do captures of senior drug cartel members have on the dynamics of drug-related violence? Does it matter if governments target drug kingpins versus lower-ranked lieutenants? We analyze whether the captures or killings of kingpins and lieutenants have increased drug-related violence and whether the violence spills over spatially. To estimate effects that are credibly causal, we use different empirical strategies that combine difference-in-differences and synthetic control group methods. We find evidence that captures or killings of drug cartel leaders have exacerbating effects not only on DTO-related violence but also on homicides that affect the general population. Captures or killings of lieutenants, for their part, only seem to exacerbate violence in “strategic places” or municipalities located in the transportation network. While most of the effects on DTO-related violence are found in the first six months after a leader’s removal, effects on homicides affecting the rest of the population are more enduring, suggesting different mechanisms through which leadership neutralizations breed violence.

The prevalence of BRCA1 and BRCA2 mutations among breast cancer patients in Peru has not yet been explored. We enrolled 266 women with breast cancer from a National cancer hospital in Lima, Peru, unselected for age or family history. DNA was screened with a panel of 114 recurrent Hispanic BRCA mutations (HISPANEL). Among the 266 cases, thirteen deleterious mutations were identified (eleven in BRCA1 and two in BRCA2), representing 5% of the total. The average age of breast cancer in the mutation-positive cases was 44 years. BRCA1 185delAG represented seven of the eleven mutations in BRCA1. Other mutations detected in BRCA1 included: two 2080delA, one 943ins10, and one 3878delTA. The BRCA2 3036del4 mutation was seen in two patients. Given the relatively low cost of the HISPANEL test, one should consider offering this test to all Peruvian women with breast or ovarian cancer.

AIMTo determine influence of neoadjuvant-chemotherapy (NAC) over tumor-infiltrating-lymphocytes (TIL) in triple-negative-breast-cancer (TNBC).METHODSTILs were evaluated in 98 TNBC cases who came to Instituto Nacional de Enfermedades Neoplasicas from 2005 to 2010. Immunohistochemistry staining for CD3, CD4, CD8 and FOXP3 was performed in tissue microarrays (TMA) sections. Evaluation of H/E in full-face and immunohistochemistry in TMA sections was performed in pre and post-NAC samples. STATA software was used and P value < 0.05 was considered statistically significant.RESULTSHigher TIL evaluated in full-face sections from pre-NAC tumors was associated to pathologic-complete-response (pCR) (P = 0.0251) and outcome (P = 0.0334). TIL evaluated in TMA sections showed low level of agreement with full-face sections (ICC = 0.017-0.20) and was not associated to pCR or outcome. TIL in post-NAC samples were not associated to response or outcome. Post-NAC lesions with pCR had similar TIL levels than those without pCR (P = 0.6331). NAC produced a TIL decrease in full-face sections (P < 0.0001). Percentage of TIL subpopulations was correlated with their absolute counts. Higher counts of CD3, CD4, CD8 and FOXP3 in pre-NAC samples had longer disease-free-survival (DFS). Higher counts of CD3 in pre-NAC samples had longer overall-survival. Higher ratio of CD8/CD4 counts in pre-NAC was associated with pCR. Higher ratio of CD4/FOXP3 counts in pre-NAC was associated with longer DFS. Higher counts of CD4 in post-NAC samples were associated with pCR.CONCLUSIONTIL in pre-NAC full-face sections in TNBC are correlated to longer survival. TIL in full-face differ from TMA sections, absolute count and percentage analysis of TIL subpopulation closely related.

In 2007, seeking to increase female labor force participation and more generally ease burdens on working women, the Mexican government introduced an enormous expansion of a child care program: Estancias Infantiles para Apoyar a Madres Trabajadoras (EI). EI covers 90 percent approximately of the cost of enrolling a child under age four at a formal child care center and is intended to benefit women who are looking for work, in school, or working-with the exception of those who already have access to child care because their job is covered by Mexico's social security system (IMSS). The roll-out of EI was so fast and intense that, by mid-2010, it had approximately 357,000 child care spaces. In order to identify the effects of the program I use a combination of triple differences and synthetic control methods, and find that EI increased women's probability of working and reduced the time they devoted to child rearing. EI also caused women to obtain more stable jobs and it increased their labor incomes. Affected husbands spent less time on child rearing and housework, and they were more likely to switch to a better-paid job.

ALM is highly prevalent in Peru and carries poor outcome. Lower TIL levels were associated with poor outcome and ALM.

Agricultural production in the Pampas region is one of the most important economic activities in Argentina. However, the possible environmental effects related to the growth of this activity in the last years have not been studied enough. Particularly, the effects of pesticides mixtures are a topic of great concern both for society and regulatory authorities worldwide, given the possible additive and synergistic relationships between these chemicals and their possible effects on aquatic biota. Based on a concentration addition model, this study developed an Ecological Risk Assessment (ERA) of pesticides from freshwater ecosystems in the Pampas region. For this purpose, reported pesticides concentrations available in public bibliography and a Risk Quotients (RQs) approach were used. A cumulative risk map was established to display RQs for current use pesticides (CUPs) and legacy chemicals. The ΣRQs were calculated for 66 sites, using available reported measured environmental concentrations (MECs) and predicted no effect concentrations (PNECs) of pesticides. While ΣRQ for only CUPs resulted in a high and very high risk (ΣRQ N 1) for 29% of the sites, when legacy pesticides were incorporated this percentage reached the 41% of the sites, increasing significantly the absolute values of RQ. Herbicides like glyphosate and atrazine contributed considerably to the ΣRQ CUPs while organochlorines were the major contributors for ΣRQs when legacy pesticides were incorporated. Moreover, some active ingredients (acetochlor, carbendazim and fenitrothion) which are approved for their use in Argentina but banned in EU showed high contribution to ΣRQ CUPs .
