A modern városok térbeli-társadalmi szerkezetének és a változás mintáinak vizsgálata a városszociológia egyik alapvető kutatási iránya. Az irodalomban két fő irányvonal feszül egymásnak, az "ecological" és a "historical". Az első szerint a változás lényegében hasonló modell szerint megy végbe a világ különböző részein. A városfejlődés mozgatója a gazdasági fejlettség (a társadalmi-politikai tényezők-nek csak módosító szerepe van), így minden város esetében ugyanazok a szakaszok követik egymást, csak bizonyos fáziskéséssel. A másik irányvonal szerint viszont hasonló gazdasági fejlettségi szintek mellett is eltérő fejlődési utak figyelhetőek meg. Vagyis a gazdasági fejlettség mellett -gyakran még annál erősebben isérvényesülnek olyan meghatározó történeti-társadalmi tényezők, amelyek a városok fejlődésének eltérő típusait hozzák létre (Szelényi 1996). A hetvenes-nyolcvanas évek komparatív városszociológiai kutatásainak közép-pontjában a fenti probléma specifikus esete, a kapitalista és szocialista városok fejlődésének összehasonlítása került. Az "ecological" irányzat követői a szocialista országok és a tőkés országok városfejlődése között nem láttak lényeges eltérést, csak időbeli csúszást, amennyiben az előbbiek gazdasága gyengébb, mint az utób-biaké; ez magyarázza a városaik között lévő különbségeket is. Enyedi György szerint például a magyar regionális fejlődés sem más, mint az általános európai fejlő-dés egyik alfaja, nem tekinthető lényegében eltérőnek attól, amit nyugaton megfigyelhetünk (Enyedi 1996). A "historical" irányzathoz tartozó szociológusok szerint viszont a közép-kelet-európai városok fejlődése jelentősen különbözik a nyugateurópai, illetve amerikai városok fejlődésétől, habár bizonyos hasonlóságok még így is fellelhetőek. A szocialista országok városai ugyanis azért jártak be eltérő fejlődési utat, mert a hasonló gazdasági fejlettségű kapitalista országokhoz képest eltérő térbeli-társadalmi szerkezettel rendelkeztek. Belső-Erzsébetvárosban az utóbbi néhány évben olyan nagyarányú építkezés kezdődött, mely a foghíjak, és lebontható házak számát figyelembe véve a negyed arculatának teljes átalakulását hozhatja magával. Tanulmányunk megvizsgálja az itt élők státuszának utóbbi évekbeli változását, a jelenleg itt lakók rehabilitációval kapcsolatos elképzeléseit, véleményét, azt, hogy hogyan élik meg az évek óta ígérgetett megújítást és annak elmaradását. A vizsgálathoz az 1990-es és a 2001-es népszámlálás és egy 2005-ös survey adatait használjuk fel. Azt mutatjuk be, hogy milyen folyamatok következményeként válik elkerülhetetlenné a dzsentrifikáció, milyen érdekek vonulnak fel e mellett, és melyek azok, amelyek háttérbe szorulnak.
BevezetésHosszú idő óta nagy viták folynak arról, hogy a várostervezésben érintett területek lakóinak milyen szintű és módszerű részvétele szükséges (célszer ű, helyes stb.) magában a tervezési folyamatban. Szociológiailag igen érdekes kérdés, hogy a dön-téshozás és az ehhez szükséges szakmai el őkészítő tevékenységek között miért ép-pen ez az, ahol a lakossági részvételr ől, annak szükségességér ől és mikéntjéről egyáltalán vita folyik. Hiszen a településtervezés folyamán -sok más települési szint ű döntéshez hasonlóan -forrásokat kell egy meghatározott módon elosztani, melynek következményeképpen a döntések a lakosság bizonyos csoportjait el őnyösen, má-sokat hátrányosan érintenek. E döntések a településtervezési döntésekhez hasonlóan általános elvek, előzetes döntések alapján szakért ői előkészítést igényelnek, tehát a konkrét részletekt ől eltekintve a településtervezés nem is különbözik olyan nagyon egy helyi önkormányzat más típusú, alapvet ően a képviseleti demokrácia keretei kö-zött megszülető lényeges döntéseitől (pl. költségvetés elosztása, egészségügyet támo-gassuk-e, vagy az iskolaügyet; szociális segélyt adjunk-e, vagy vállalkozásokat támogassunk stb.). A településtervezés lényegében csak abban különbözik ezekt ől, hogy a térbeli-fizikai környezet megváltoztatásával foglalkozik, de ez önmagában Tér és Társadalom 24. évf. 2010/1. 15-36. p.TÉT XXIV. évf. 2010 s 1 még nem indokolná azt, hogy a lakossági részvételnek itt nagyobb szerepet kellene adni, mint más területeken. Ezért a lakossági részvétel valószín űleg elvileg nem a várostervezés ügye, hanem a hatalom gyakorlásának és ellen őrzésének általánosan vizsgált, vizsgálandó kérdése. A sz űkebb témánkban a várostervezés és az urbanisztikai problémák terén éppen azt lehet mondani, hogy a felmerül ő kérdések szociológiai értelemben azért lényegesek, mert a várossal kapcsolatos problémák úgy tekinthetők, mint a társadalom alapstruktúráit, alapmechanizmusait érint ő kérdések példái, konkrét területen való megjelenései. Nem véletlen például, hogy Peter Hall a Garden City mozgalom és a klasszikus anarchista társadalomkoncepciók közötti szoros kapcsolatra ilyen jelent ős hangsúlyt helyezett (Hall 1996;. Az "anarchista" ebben a vonatkozásban a központi, elkülönült hatalom szerepével való szembehelyezkedés hangsúlyozását, a közvetlen, az érdekeltek számára áttekinthet ő méretű társadalmi egységekben való gondolkodást, döntéshozatalt stb. jelenti. Vagy ugyanő Le Corbusier koncepcióját a paternalista, központilag irányított társadalom-eszmével hozza összefüggésbe stb. (Athéni Charta 1979). Éppen ezért a továbbiak-ban, amikor a várostervezésben való lakossági részvétel problémáiról beszélünk, akkor -hasonlóan más szociológiai elemzésekhez -a társadalom m űködésének egy meghatározott részterületén az általános strukturális vonásokat, m űködési mechanizmusokat vizsgáljuk. Más szóval: szociológiai értelemben tesszük vizsgálatunk tárgyá-vá a várostervezést, annak egy aspektusát (és nem "egyszer űen" a várostervezés tény-leges működésének hatékonyabbá, demokratikusa...
