This article is derived from the paper titled "The employment problems of information technology experts in public sector"presented at III. International Employment and Career Congress on 14-15th December 2017. bstract: Information technology experts in public sector are those individuals, who were born after 1980 hence belong to Y-generation, have been graduated from information technologies departments of engineering faculties, have good English language skills and have a particularly high rank at the Public Sector Selection Examination. The information technology experts request the chance of selfactualisation from public organisations at the first place rather than having higher salaries as opposed to the assumptions of top public managers. The findings of analysis of the secondary data, obtained from the TurkStat Employee Satisfaction Survey conducted between the years 2012 and 2016, indicated that even though the public managers consider the high turnover rate of the information technology experts as mostly due to monetary issues, the information technology experts principally leave their organisations due to not being satisfied in terms of self-actualising. In fact, the findings pointed out that the expectation of higher salary has never been ranked at the first place for the information technology experts during the analysis period, except for one year. The findings of this paper are expected to be beneficial and guiding for future human resource management strategies to be developed for information technology experts in the public sector.
Bu çalışmanın amacı, Covid-19 salgının Türkiye’de yükseköğretimden istihdama geçiş sürecinde yol açtığı sonuçları tespit edip, değerlendirmektir. Bu kapsamda Türkiye’deki yükseköğretim kurumlarının lisans programlarından Covid-19 öncesi (2019 Aralık) ve bir yıl sonrası (2020 Aralık) tarihleri itibarıyla, son üç yılda mezun olan yaklaşık bir milyon lisans öğrencisinin, eğitim ve istihdam verileri eşleştirilerek analiz edilmiştir. Lisans mezunlarının eğitim aldıkları alanlara göre kayıtlı istihdam oranları, ilk işe girme süreleri ve kazanç durumlarının yanı sıra eğitim alanı ve meslek eşleşme oranları da Covid-19 öncesi ve bir yıl sonrası olmak üzere mukayese edilmiştir. Yükseköğretim bölümlerinin sınıflandırılması Uluslararası Standart Eğitim Sınıflandırması (ISCED-F) ikinci seviyede yapılırken, meslek sınıflamaları Uluslararası Standart Meslek Kodu (ISCO-08) üçlü seviyede yapılmıştır. Araştırma bulgularına göre Covid-19 sürecinde kayıtlı istihdamın en çok azaldığı alan %11.8 ile Hukuk olurken, artışın en yüksek olduğu alan ise %7.3‘lük artışla Ormancılık olmuştur. Diğer yandan ortalama reel kazancın en çok azaldığı iki alan Hukuk (369 TL) ve Güvenlik hizmetleri (140 TL) olurken, reel kazancın en çok artış gösterdiği iki alan Veterinerlik (429 TL), Matematik ve İstatistik (401 TL) olmuştur. Bunların yanı sıra, Covid-19 öncesi lisans mezunlarının ilk işe giriş ortalaması 9,0 ay iken, salgın sonrası bu ortalama 7,6 aya kadar düşmüştür. Son olarak, 2019 yılı sonunda eğitim aldığı alanda çalışanların oranı %67,5 iken, bu oran Covid-19 döneminde % 1,6 azalarak %65,9’e gerilemiştir.
Is knowledge considered a valuable asset in public sector? Most of the answers of top public managers would be yes to this question; however it is quite rare to see a public organisation with software systems to manage their knowledge repositories. Even top management support and the latest information technologies tools may not be enough to create an effective and efficient online tacit knowledge sharing (OTKS) system, as the case happened in Turkish Statistical Institute (TurkStat), a large public organisation from Turkey. Even though the strategic decisions about OTKS are made by top managers, the success of these strategies depends on OTKS behaviour of employees. This article, therefore, proposed a framework and reports the results of an exploratory study based on an in-depth qualitative investigation of factors influence OTKS behaviour of not only public managers but also public employees (n=50) of TurkStat. The results indicated that the OTKS platform was mostly used by the younger and well-educated public employees. Apart from that nine out of a total number of sixteen OTKS factors were considered significant by public employees and the top management. Interestingly the public officers and the public managers, as two parties, considered the other party had more responsibility and impact on fostering OTKS. Moreover, each OTKS factor had considerable different significance levels for the managers and the employees. This paper is one of the first studies to explore the factors influence OTKS in a Turkish public sector institution from two different hierarchical perspectives. Bu araştırma kapsamında, Türkiye İstatistik Kurumu'nda (TÜİK) yürütülen vaka çalışmasında da tespit edildiği üzere; kamu kurumlarında üst yönetici desteği ve uygun bilgi ve iletişim teknolojileri araçları sağlansa dahi sanal ortamda çalışan etkin ve verimli bir Çevrimiçi Örtük Bilgi Paylaşım (ÇÖBP) sistemi tesis edilebilmesi mümkün olmamaktadır. Her ne kadar örgütsel ÇÖBP stratejileri büyük oranda üst yöneticiler tarafından şekillendirilse bile, bu stratejilerin başarıya ulaşması esas itibari ile çalışanların ÇÖBP davranışlarına bağlıdır. Bu sebeplerden ötürü bu araştırmada TÜİK üst yöneticilerinin yanı sıra, ilgili kurumda yönetici pozisyonunda bulunmayan 50 çalışanda araştırma çerçevesine dahil edilmiştir. Üst yöneticilerden derinlemesine mülakat, çalışanlardan ise yarı yapılandırılmış mülakat yöntemi ile veri toplanmıştır. Globalisation of labour has led to the migration of skilled workforce; known as ‘brain drain’. To our knowledge, this paper is the first study which analyses brain drain from Türkiye through register evidence of non-return bachelors’ degree graduates. The results indicate that brain drain rate of bachelor’s degree graduates is 3.23 per cent in the year 2020. The rate is calculated through considering 55,918 non-return graduates out of total number of 1,730,955 graduates. The most popular destinations to brain drain from Türkiye are the United States of America with 22.4 per cent, Germany with 14.3 per cent and the United Kingdom with 11.6 per cent. When considering the field of study according to ISCED-F classification, 12.5 per cent of Turkish graduates abroad have electronics and automation education, which is followed by teacher training with subject specialisation with 8.2 per cent, and management and administration 7.5 per cent. When it comes to gender distribution, brain drain rate of males is 3.62 per cent and it is 2.84 per cent for females. Administrative registers, used in this paper is based on the statements of Turkish bachelor’s degree graduates reside abroad. Therefore, the actual number may even be higher than the figures here.

Lakin etkin ve verimli bir biçimde kullanılan yazılı kurumsal hafızaya sahip bir kamu kurumu görebilmek neredeyse imkânsız. Yazılı hale getirilemeyen veya yazılı hale getirilse dahi kişisel bilgisayarlarda hapsolan bilgi notu, sunum, tutanak veya rapor gibi "değerli" bilgiler, çalışanların kurumlardan ayrılması ile birlikte adeta buharlaşıp gitmektedir. Bu vaka çalışmasında süratle dijitalleşmekte olan çalışma ortamlarında, bireyler ve birimler arası etkin ve verimli bir örgütsel e-işbirliği için yeni nesil sosyal İntranet sistemlerine duyulan yüksek gereksinime değinilecektir. Bu kapsamda iş hayatında e-dönüşüm zaruretinin en erken farkına varan kamu kurumlarından biri olan Türkiye İstatistik Kurumu'nda 2012-2017 yılları arasında gerçekleşen İntranet devrimi detaylı bir biçimde incelenecektir. Dijital İntranet sistemleri ile birlikte (a) çalışanların zaman ve mekândan bağımsız olarak e-işbirliği yapabilmesi, (b) iletişim maliyetlerinin düşürülmesi, (c) kurumsal bilişim sistemlerinin İntranet ile entegre edilmesi ve (d) yazılı kurumsal hafıza oluşumunun tohumlarının atılması, gibi süreçlerin nasıl tesis edildiği açıklanmaya çalışılacaktır. Bu çalışma niteliksel bir araştırma olup, veriler gözlem, görüşme ve belge toplama tekniği ile toplanmıştır. Bu çalışma örgütsel e-işbirliği ve sanal uygulama topluluğu yaklaşımlarının Türk Kamu sektöründe hayata geçirilmiş ilk uygulama numunelerinden birini teşkil etmektedir.
