Las reformas regionales en la educación superior, bajo las recomendaciones del Banco Mundial y, más tarde, de la OMC, generaron una fuerte tensión entre dos modelos antagónicos: uno que sostiene el principio de la educación superior como un derecho, un bien público-social y un deber del Estado, y otro que interpreta a la educación como una mercancía y pugna por su desregulación. La tensión entre los dos modelos está en el origen mismo de las conferencias regionales. La Habana (1996), Cartagena de Indias (2008) y Córdoba (2018) nacieron como espacios de resistencia frente a los avances de las políticas neoliberales de reformas de la educación superior que afectaron profundamente la “idea de universidad”. El propósito de este trabajo es identificar debates y tendencias en la agenda de investigación sobre educación superior a partir de tres temas-eje transversales a las tres conferencias regionales, a saber, calidad, internacionalización y reconocimiento de derechos, entendiendo que estas cuestiones están siendo poderosos modificadores de la educación superior de la región en las últimas tres décadas. Tomamos como punto de referencia e información los documentos de las conferencias, los debates y los discursos que circularon en producciones científicas.
