Abstract: Las reformas regionales en la educación superior, bajo las recomendaciones del Banco Mundial y, más tarde, de la OMC, generaron una fuerte tensión entre dos modelos antagónicos: uno que sostiene el principio de la educación superior como un derecho, un bien público-social y un deber del Estado, y otro que interpreta a la educación como una mercancía y pugna por su desregulación. La tensión entre los dos modelos está en el origen mismo de las conferencias regionales.
