Au cours des récentes décennies, la recherche sur les déterminants du bien-être des individus est passée d’une focalisation traditionnelle sur le revenu et la consommation à une approche multidimensionnelle plus riche. Ce changement a été fortement influencé par un grand nombre de travaux qui cherchent à expliquer le bien-être subjectif des citoyens par des facteurs non économiques. Dans ce contexte, le présent article se concentre sur le rôle particulier de la structure du gouvernement et la forme de l’État. Sur le plan empirique, la méthode d’appariement par les scores de propension est utilisée pour évaluer l’impact de la décentralisation politique sur le bien-être subjectif à partir des données transversales de 143 pays. Deux principales mesures de facto de la décentralisation politique sont considérées, à savoir l’autonomie locale et le fédéralisme. Plusieurs techniques d’appariement sont utilisées pour résoudre les problèmes d’auto-sélection et d’endogénéité omis dans une régression linéaire classique. Les résultats montrent que les individus se considèrent plus satisfaits de leur vie dans les États décentralisés que dans ceux qui sont centralisés, ce qui implique en moyenne que la décentralisation politique a un impact positif sur le bien-être des citoyens. De plus, l’analyse de sensibilité basée sur l’effet d’interaction avec le système politique montre que le système parlementaire par rapport au système présidentiel tend à inhiber l’impact positif de la décentralisation sur le bien-être. En revanche, la limitation des mandats accentue cet impact.
La question du choix d’un régime de change reste une problématique d’actualité pour les économies contemporaines, tout autant que celle des déterminants de la diversification des exportations des pays en développement. Aussi, cet article se propose-t-il d’examiner la contribution du régime de change au niveau de diversification des exportations des pays africains. A l’aide des classifications de jure et de facto et d’une méthode d’estimation non paramétrique fondée sur l’appariement des scores de propension, nous montrons que le régime de change fixe est associé à des niveaux de diversification inférieurs, comparativement aux régimes intermédiaires ou flexibles. Cet effet s’opère principalement par le canal de la marge extensive, puisque la lenteur de l’ajustement des prix relatifs en régime fixe inhibe les incitations à la production de nouveaux biens. Les résultats sont d’autant plus pertinents que : (i) les pays sont mieux dotés en ressources naturelles ; (ii) la qualité des institutions est plus faible ; (iii) les pays appartiennent à la Zone franc. Ainsi, l’article met en lumière l’importance de la qualité des institutions comme condition nécessaire d’atténuation de l’effet réducteur des incitations à la production de nouveaux biens en régime fixe. Cet article a pour objectif d’examiner empiriquement l’effet de la décentralisation éducative sur l’efficience technique des écoles primaires en Afrique subsaharienne (ASS). Pour y parvenir, nous recourons aux données primaires issues d’une enquête réalisée par le Programme d’analyse des systèmes éducatifs de la CONFEMEN (PASEC) en 2014 sur un échantillon de 1 429 écoles réparties dans 10 pays d’ASS. Après estimation d’un modèle d’analyse par enveloppement des données (DEA) en deux étapes, nous sommes parvenus à deux principaux résultats. Premièrement, l’efficience technique moyenne des écoles considérées se situe autour de 68,9 %, et seulement 119 écoles produisent à partir d’un panier d’ input optimal, subodorant, toutes choses égales par ailleurs, un gaspillage d’environ 31,1 % des ressources mises à leur disposition. Deuxièmement, la décentralisation éducative approximée par l’implication de la communauté réduit significativement cette efficience, avec toutefois des effets différentiés en amplitudes selon la localité et le type d’école.
