ResumenEste artículo analiza la cobertura mediática de los escándalos de corrupción en España entre 1996 y 2009. El objetivo es, en primer lugar, determinar hasta qué punto los dos periódicos más leídos en España --El País y El Mundo-cubren los escándalos de corrupción siguiendo orientaciones políticas distintas. Los resultados ponen de manifi esto una cobertura mediática partidista -se identifi can diferencias importantes entre ambos periódicos en la cobertura que realizan de los casos de corrupción en función del partido político implicado (PP o PSOE)-. En segundo lugar, se analiza si los medios infl uencian la percepción que los ciudadanos tienen de la corrupción como problema público. Los resultados muestran que cuando aumenta el número de noticias sobre corrupción política, aumenta también el porcentaje de ciudadanos que considera la corrupción como uno de los principales problemas que existen en España. El impacto de los medios sobre la opinión pública es elevado y, además, se produce a corto-medio plazo. Por último, el artículo analiza hasta qué punto la percepción de la corrupción está infl uenciada por los cambios en la percepción de la situación económica, demostrando que esta variable tiene un poder explicativo bajo en comparación con la cobertura mediática. Key words Corruption • Opinion polls • Scandals • Communications media • Public opinion AbstractThis paper analyses media coverage of corruption scandals in Spain between 1996 and 2009. The fi rst aim is to determine to what extent the two most-read newspapers in Spain, El País and El Mundo, cover corruption scandals following different political orientations. Results illustrate highly partisan media coverage: there are important differences in how these newspapers cover corruption cases, depending on the political party involved (PP or PSOE). A second goal is to analyse whether the media infl uence citizens' perception of corruption as a public problem. Results show that, when the number of news stories on political corruption increases, the percentage of citizens that consider corruption as one of the most important problems in Spain also increases. Media impact on public opinion is high and occurs in the short-to mid-term. Finally, the paper analyses to what extent the perception of corruption is infl uenced by changes in the perception of the economic situation, by showing that this variable has low explanatory power compared to media coverage. En este artículo utilizamos mensajes de Twitter enviados en mayo de 2011para analizar la capacidad de un movimiento «conectivo» como el 15-Mpara introducir demandas en la agenda de los medios y mantener el controlsobre su discurso. Los resultados muestran que los activistas discutieronsobre un elevado número de temas aunque especialmente debatieronsobre el sistema electoral y de partidos; el sistema de gobierno ydemocracia; y sobre libertades civiles. Además, el estudio indica que losmedios de comunicación cubrieron la totalidad de los temas y que losmanifestantes mantuvieron un discurso plural durante el transcurso de lasprotestas. El artículo contribuye a la literatura sobre movimientos sociales‘conectivos’ al mostrar que en ciertas circunstancias demuestran una altacapacidad para determinar la cobertura mediática.
<p align="justify">Este artículo analiza la agenda legislativa de cuatro Comunidades Autónomas –Andalucía, Cataluña, Galicia y el País Vasco– desde 1982 hasta 2007. El objetivo es explicar hasta qué punto los cambios en la priorización de problemas están relacionados con factores institucionales, como los cambios en el marco competencial o el proceso de europeización, o con factores políticos, como las preferencias de los partidos políticos. El análisis demuestra que a partir de los años noventa se inicia un proceso creciente de heterogeneidad entre las agendas autonómicas, y que este proceso no puede explicarse únicamente a partir de la distribución formal de competencias entre Estado y CCAA. La delegación de poder en favor de la Unión Europea no se ha traducido tampoco en una mayor homogeneidad de las agendas legislativas, ni siquiera en aquellos sectores más europeizados. El contexto institucional limita la capacidad de los gobiernos para regular sobre cuestiones concretas, pero las preferencias de los partidos son un factor importante para entender por qué existen similitudes o diferencias entre las agendas autonómicas.</p> <p align="justify"><b>This article analyzes the legislative agenda of four regional governments – Andalusia, Catalonia, Galicia and the Basque Country– from 1982 to 2007. The goal is to explain to what extent changes in the prioritization of issues are related to institutional factors, such as changes in the distribution of competences and Europeanization, or political factors, like party preferences. The analysis illustrates that from the early nineties regional governments are increasingly paying attention to different issues, and that this process can not only be explained by taking into account the formal distribution of competences between central and regional governments. The delegation of power to the European Union does not contribute either to an increasing convergence of regional legislative agendas, not even for those issues more Europeanized. The institutional context constrains government’s capacity to regulate specific issues, but party preferences are important to understand why there are similarities or differences among regional agendas.</p>
