A nivel mundial, las actividades del sector marítimo se han incrementado de manera exponencial, aumentando la presión que existe sobre los recursos marinos y generando una serie de problemáticas y conflictos de uso. Con base en lo anterior la Dirección General Marítima (DIMAR) de Colombia, definió y aplicó una metodología para el Ordenamiento Marino Costero con una Visión de Autoridad Marítima (OMC: VAM) que involucró herramientas de Sistemas de Información Geográfica (SIG), análisis multicriterio y un modelo de asignación y co-localización (MAYC) para evaluar las condiciones actuales y futuras en la zona marino – costera del departamento de Bolívar. A partir de los 55 usos/actividades identificados, se obtuvo la zonificación por índice y número de conflictos y el mapa de zonas libres, los cuales facilitarán el seguimiento, evaluación y actualización de las actividades marítimas en esta área. Los resultados obtenidos se consideran como un punto de partida para el OMC: VAM ya que la metodología establecida se puede replicar en otras zonas marino – costeras del país.
ResumenSe estudió el comportamiento del nivel del mar en el área de Colombia en el Caribe: Cartagena, Coveñas y Santa Marta. Se analizó por separado la marea (generada por fuerzas astronómicas) y el residuo. Se pronosticaron series de marea empleando el método de armónicos a partir de series de nivel del mar medidas in situ o generadas usando un modelo numérico de onda larga alimentado en la frontera con información de marea de una base de datos de cubrimiento global. El residuo fue obtenido a partir de la resta de la marea a series in situ de nivel del mar. Utilizando simulaciones estadísticas se generaron series de residuo, las cuales se sumaron a las series de marea para obtener el comportamiento esperado del nivel del mar, el cual se presentó en términos de regímenes medio y extremo. Se encontró homogeneidad en el comportamiento de la marea en el área de estudio, catalogada como micromareal, estando además en un rango entre los valores máximos y mínimos del mismo orden de magnitud al rango del residuo, el cual además presentó mayores valores de altura hacia las Antillas Mayores que en el Caribe sur-occidental, debido al paso más frecuente de tormentas tropicales y huracanes. Se encontraron diferencias en el orden de los centímetros entre las alturas de los regímenes medio y extremo del nivel del mar calculado para los tres lugares estudiados. The tide (due to astronomical forces) and the non tidal residual were analyzed by separate. Tidal series were predicted by harmonic analysis, using in situ sea level series or generated by a long wave numerical model with tide information from a worldwide database as boundary conditions. The non tidal residual was obtained subtracting the tide from in situ sea level series. Series of non tidal residual were generated using statistical simulations, which were added to the tide series to obtain the expected sea level behaviour that was presented as mean and extreme patterns. Se presenta la metodología utilizada para evaluar el riesgo por derrame de hidrocarburos sobre el borde costero v tos resultados de su aplicación en la bahía de Tumaco. Para ello se describen las principales etapas que inician con ia recopilación de la información existente sobre el área de interés, especialmente relacionada con tres aspec tos. el eco^sfema, potencialmente afectado; el hombre, que se asienta sobre esa zona, yel contaminante en sí Luego con dicha información seprocede a desarrollar tos siguientes pasos de la metodología: (I) Determinación de tos fuentes de amenaza por derrame de hidrocarburos, teniendo en cuenta la localización de tos diferentes sitios de almacenamiento, manipulación ytransporte; (ii) Elaboración del mapa de fuentes de amenazas; (iii) Zonificación por areas del posible desptozamiento de la mancha; (iv) Determinación de la vulnerabilidad con base en tos horflmLntl^c f^^Evaluación del riesgo. Varios de ios pasos mencionados se realizan utilizando como herramienta Sistemas de Información Geográfica, SIG, mediante tos cuales se facilita no sólo el almacenamiento de la información georreferenciada, sino que se aprovechan tos opciones de adición, sustracción, intersectación v la vincu^ion de mapas con bases de datos. Los resultados obtenidos se centran en el caso de un derrame en el forrninal boyero de la Empresa Colombiana de Petróleos, Ecopetrol, y muestran la importancia de la marea-es decir, se requiere conocer además de si está en flujo (ingreso del agua de mar hacia el litoral) o reflujo (salida del agua de mar desde e litoral); si está en sicigia (la Tierra, la Luna yel Sol ubicados en un mismo plano en línea recta) o cuadratura (el Sol y la Luna forman un ángulo recto con la Tierra).
