Can exposure to mass events with the presence of radical actions influence the legitimation of this type of protest in adolescents? How are changes in legitimation levels conditioned by socioeconomic status or by political socialization at home and school? To answer these questions, we used a sample of 1,203 students in their second year of secondary school in Chile who were surveyed as part of the School Citizenship Panel (Panel de Ciudadanía Escolar, PACES). In the middle of fieldwork in this study, the event known as the estallido social ('social outburst') stood out for its mass and presence of violence. We compare the students surveyed before and after this event. Contrary to our expectations, the students had similar levels of legitimation of radical actions before and after the estallido. We also found a trend towards moderation in students with a higher socioeconomic status, who had more frequent political conversations with their parents, and in students from schools that conduct civic education activities. In short, experiences of family and school political socialization can help lower an adolescent's support of radical actions in radicalized contexts. RESUMEN
La política de la protesta en regímenes autoritarios: síntesis crítica Felipe Sánchez Barría RESUMEN Introducción: A través de una revisión crítica de la literatura reciente, el ensayo explora la relación entre protesta contenciosa y regímenes autoritarios, y examina las dinámicas y consecuencias que emergen durante el conflicto político. Métodos: Para lo anterior se discuten tres elementos que los especialistas han identificado como los principales en esta relación: oportunidades y amenazas políticas; ciclos de protesta y sostenibilidad de los movimientos sociales; y la relación entre violencia estatal y acción colectiva. Resultados: La recurrencia de la protesta en regímenes represivos muestra la capacidad de la sociedad civil para articular este tipo de acciones contenciosas. Discusión: No obstante, las trayectorias y resultados dependen, por una parte, de las características políticas del régimen y la competencia del gobierno para responder a los desafíos colectivos; y, por otra parte, de la capacidad de los oponentes de montar ciclos de protestas densos en participación durante un periodo significativo, del tipo de tácticas adoptadas, y de la capacidad de adaptación y resiliencia a la violencia estatal.PALABRAS CLAVE: protesta; autoritarismo; política contenciosa; régimen político; represión.Recibido en el 31 de Agosto de 2016. La razón de ello es que dicho año se produjeron una serie de masivas olas de protestas en varias partes del mundo. Desde Nueva York, con el movimiento "Occupy Wall Street", hasta España con "Los Indignados"; también en Chile con la movilización estudiantil, pasando por Brasil con las manifestaciones en contra del gobierno, hasta México con el movimiento "Yosoy132". Algunas con más éxito que otras, cada una de estas movilizaciones se caracterizó por la enorme convocatoria y la gran presión que ejercieron sobre sus respectivos gobiernos para conseguir reformas de todo tipo: económicas, educativas o por más espacios de participación. Así, siguiendo la tesis de Pippa Norris (2002) en su estudio sobre el activismo político contemporáneo, el declive en las formas tradicionales de participación cívica en el mundo occidental -como el voto o la militancia en un partido político-no significó un declive en el compromiso político de los ciudadanos. Por el contrario, sólo se confirmó un cambio en los modos de participación, siendo la protesta pública la principal forma que habría adquirido este nuevo activismo, especialmente entre los grupos más educados de sociedades pos-industriales.Sin embargo, lo que realmente hizo que el año 2011 fuera el año del "manifestante" no fueron tanto las movilizaciones en las principales ciudades de Estados Unidos o Europa occidental, sino el levantamiento de poderosos movimientos sociales en Medio Oriente y el norte de África, los cuales desafiaron a regímenes autoritarios altamente represivos y consolidados por dé-cadas. Entre 1917 y 1945, el Estado brasileño se embarcó en un amplio proyecto de reforma educativa que buscaba lograr convertir a Brasil en una nación moderna y ejemplar. Es en este contexto donde Jerry Dávila analiza cómo estos proyectos educativos estuvieron profundamente trazados por concepciones altamente racializadas por parte de los intelectuales que promovieron estas reformas. Al respecto, el autor afirma que estas políticas no solo fueron un reflejo de los prejuicios raciales de los reformadores, sino también que su implementación fue ampliamente desventajosa para los brasileños pobres y no-blancos, denegándoles el acceso a los programas, instituciones y beneficios sociales que las políticas educacionales otorgaban.Crear al nuevo "hombre brasileño" quien lideraría la modernización en Brasil, era la meta de los reformadores educacionales. Esto implicaba eliminar todo rasgo de degeneración y atraso vinculados; vicios vinculados a la población no-blanca. Para ello, los intelectuales y reformadores tuvieron que cambiar sus ideas de raza como categoría biológica a una más flexible, de tipo social y cultural, para formular políticas educativas y de higiene que transformarían los hábitos de la población, imitando a éstos de la élite europeizada blancaburguesa. Estas ideas de "eugenesia social" -el supuesto de que era posible "blanquear" a la sociedad por medio de la educación-tuvieron profundas consecuencias en la creación de las instituciones que llevarían a cabo no solo las reformas educacionales, sino también las relacionadas con la industrialización.En efecto, centrándose en las relaciones raciales a través del área de la educación como un espacio de disputa política, Dávila excava las ideologías raciales profundas -más allá de las superficies, señala-sobre las que se crearon las instituciones de educación. Los debates al interior del Ministerio de Educación y Salud creado durante el régimen de Getulio Vargas, centrados en buscar fórmulas eugenésicas para construir ciudadanos "blanqueados", modernos y "racialmente perfectos", fueron reforzados por el uso de datos estadísticos que entregarían una precisión cuantificable para "conocer" la nación; descubrir las formas de salir del atraso social y económico; y levantar un discurso racista y nacionalista en el desarrollo de las políticas públicas. Así, por ejemplo, la creación de un cuerpo profesional y bien capacitado de profesores en Río de Janeiro iría progresivamente excluyendo a aquellos de color por medio de diferentes mecanismos. El aumento de las mujeres blancas de clase media en busca de trabajos como profesoras determinó la necesidad del sistema escolar de eliminar a aquellos candidatos indeseables, mientras se reforzaban categorías ideales de raza, género y clase en el sistema educativo.
