Innovation has been identical with the use of new ways to gain the effectiveness and efficiency of a product, service, or methodology by a profit organization in order to face the business competition. The aim of this research is to see the dynamics that happen on innovation process run by government organization by taking case study on Computer Assisted Test (CAT) based employee selection system in National Civil Service Agency. The data are gathered through deep-interview to five research respondents by using qualitative approach. The results show that there are three main dimensions in the development proses of CAT system innovation: building the base of organization knowledge, designing innovation system, and developing system of continuity. The dimension of developing continuity system has become the unique characteristic in this study in comparison with the other results in regard to the process and innovation steps. Innovation in CAT system is a self-actualization of government organization to acquire and maintain its programs and authorities.
This research was conducted with the aim of seeking a more in-depth understanding of the training strategies carried out by trainers on professional taekwondo athletes in building athletic achievements. Research uses a qualitative approach with phenomenological methods to capture phenomena that occur in a problem. The analysis is used through the epoche process, horizonalization with the process of reducing phenomenology, imaginative variation, and taking the synthesis of the meaning and essence of the phenomenon under study. The credibility of the results of the study was carried out using the triangulation method and member checking. The results of the study indicate that the strategy of coaching carried out by the trainer is to build support through communication, brotherhood and organizational support; learning through learning from experience and self-development; and coaching through mental coaching, achieving achievement, and sensitivity to athletes.
This grounded theory research approach was directed to understand how Pemerintah Daerah developed its strategic process in dealing with local autonomy and globalization, both on the organizational level and individual level. Indepth interview was applied to 14 high level Pemerintah Daerah Officials. It was directed to understand their experiences in managing changing situations. The results showed that there were six major themes: (1) empowering the society; (2) restructuring the organization; (3) improving management system; (4) economic development; (5) developing the human resources; and (6) shifting the mindset. Reanalyzing these themes by using selective and axial coding, it was found that there were two emerging major functions of the strategy, i.e.(1) Maintaining the system; (2) adapting to environmental demands.
The work ethics are one of the main determinants of the performance as it is believed to minimize the occurrence of deviant behavior in an organization. The police are bureaucrats who served as law enforcers as well as public servants to maintain security and order, so they are expected to demonstrate ethical behavior to keep the public trust. However, several unethical behavior issues are found in the organization. Cultural organizations in the police are believed to have served as one of the causes of unethical behavior by the police. The effort to build an understanding of the unethical behavior concept as a result of the work ethics implementation that is based on the organizational culture in the police corps through indigenous approaches was set as the goal of this exploratory study. A survey using open questions was given to 82 police staff in one of the regional police in Java. The results of this study illustrated the perspective of the police towards the elements of the work ethics implementation (internalization process, sanctions, and supervision) in the organization that is opening opportunities for unethical behavior. Theoretical and practical implementation of the results of this study would be discussed.
