resumoO objetivo deste trabalho é permitir um conhecimento acurado das contas do setor público brasileiro. Este artigo apresenta a trajetória da política fiscal brasileira desde quando existem indicadores "acima da linha", desenvolvidos para acompanhar receitas e despesas, em 1991. Nesse período de quase 20 anos, o gasto primário do governo central passou de menos de 14% do PIB em 1991, para uma estimativa de mais de 22% do PIB em 2008. Nesse mesmo período, a receita do governo central escalou de menos de 15% do PIB para 25% do PIB e a carga tributária de 24% para aproximadamente 36% do PIB. Apesar disso, o investimento público tem sido inferior ao que era nos anos de 1980. O artigo apresenta uma gama de indicadores fiscais, com o fim de documentar um período de transformações importantes. O trabalho esmiúça a evolução detalhada das variáveis; sintetiza as grandes tendências do período, e apresenta um diagnóstico das mudanças ocorridas e dos problemas que devem ser enfrentados nos próximos anos. Ele conclui que os gastos públicos que mais aumentaram no período 1991/2008 foram aqueles considerados como "gastos sociais", e que tanto a tese acerca da irrelevância de novas reformas como a de que poderemos assistir no futuro próximo a uma grande crise fiscal podem se revelar equivocadas, se a economia tiver um crescimento da ordem de 4% a 5% a.a.Palavras-chave: gasto público, déficit público, dívida pública. aBstractThe purpose of this paper is to allow a precise knowledge about the Brazilian public sector fiscal accounts. The article shows the trajectory of the Brazilian fiscal policy since the beginning of the "above the line" indicators, developed to follow the evolution of revenues and expenditures, in 1991. In this period of almost 20 years, the primary expenditures of the Central Government increased from less than 14% of GDP in 1991, to an estimation of more than 22% of GDP in 2008. In the same period, revenues of Central Government escalated from less than 15% to 25% of GDP and the tax burden from 24% to around 36% of GDP. In spite of this, public investment has been lower than in the 80s. The article presents a set of fiscal indicators, with the purpose of register a period of important transformations. The paper deeply analyzes the detailed evolution of the variables; syntetizes the most relevant trends of the period; and presents a diagnosis of the changes occurred and the problems that should be faced in the next years. The conclusion is that the public expenditures that leaded the growth in the 1991/2008 period were that considered as "social expenditures". ResumoEste artigo analisa a evolução do salário mínimo no Brasil após o Plano Real e os seus efeitos na pobreza extrema. Entre 1994 e 2008, o salário mínimo acumulou um aumento real de quase 110%, crescendo em relação à renda média no país. Atualmente, o salário mínimo chega a 40% da renda média brasileira. Este artigo atenta para a redução da efetividade de aumentos reais do salário mínimo como instrumento para a redução da pobreza extrema. Sugere-se que o valor real do salário mínimo seja mantido e que os gastos públicos sejam focalizados em políticas sociais mais efetivas.Palavras-chave: Salário Mínimo, Pobreza, Pobreza Extrema Abstract This paper analyses the evolution of the minimum wage in Brazil after the Real Plan and its effects on the extreme poverty. Between 1994 and 2008, the minimum wage had an accumulated real increase of almost 110%, growing in relation to average income in the country. Currently, the minimum wage is about 40% of national average income. The article points to the reduction of the effectiveness of real increases of minimum wage as a means to reduce the extreme poverty. It is suggested to maintain the real value of the minimum wage and to concentrate the public expenditures in better focused social policies.
Federalism and subnational debt: a discussion on the sustainability of state debt. The subnational debt in Brazil was marked by successive bailouts by the federal government. The path of subnational debt induced some locals and state authorities to claim for further renegotiations. More specifically, some governors and mayors demanded a revision of the refinancing contracts. This article intends to present arguments sustained by simulations of the evolution of the path of the subnational debt, denying the necessity of changes in legal framework, which rules the state debt. The first section consists of a brief overview. The following section treats the institutional framework designed to safeguard the fiscal intertemporal balance. In the third section, the implications of new institutional framework on the subnational debt are approached; in the fourth, the possible causes that distorted the expected path of the debt are discussed. The fifth section analyses the future perspectives for the debt in general terms and focuses some specific cases, while the sixth section discusses the problem under a federal optics. Finally, the conclusion is presented.
O artigo propõe a vigência da autonomia formal do Banco Central (BC) a partir de 2011, já com uma meta de inflação estável, no contexto em que: a) as autoridades monetárias ampliem o horizonte de referência da sua atuação para 24 meses; b) a Lei de Autonomia do BC explicite os objetivos de estimular o aumento do PIB e do emprego e de diminuir a volatilidade do produto; c) o BC disponha de reservas expressivas para inibir eventuais ataques especulativos; d) o Conselho Monetário Nacional (CMN) incorpore um número maior de Ministros; e e) o Comitê de Política Monetária (COPOM) inclua membros externos. Esses elementos colocariam o Brasil no conjunto de países com as melhores práticas em termos das metas de inflação, com uma banda de tolerância de 2% a 4%, como no Chile.
The paper proposes a formal autonomy of Central Bank (CB) in 2011, with a stable inflation target, in a context where: a) the monetary authorities wide their horizon of reference to 24 months ahead; b) the Law of Autonomy of CB make explicit the aims of stimulating the increase of GDP and employment and reducing the volatility of production; c) the CB has huge reserves in order to inhibit eventual speculative attacks; d) the National Monetary Council (CMN) incorporates a higher number of Ministers; and e) the Monetary Policy Committee (COPOM) includes external members. These elements would place Brazil within the group of countries with the best practices in inflation targeting, with a band from 2% to 4%, like in Chile
