Nos anos 80, houve uma proliferação das idéias gramscianas no cenário psicopedagógico brasileiro. Influenciados por elas, os temas “exclusão”, “transformação social” e “cidadania” apareciam como células semânticas em torno das quais se elaborava e se sedimentava uma gramática discursiva constituída a partir de variáveis intimamente vinculadas: a político-ideológica e a pedagógica. Frente a esse panorama, a política de Educação do Estado de Pernambuco 1988-1991 propunha resgatar a cidadania como uma de suas metas básicas, estendendo os seus raios de ação e intervenção ao universo do portador de deficiência. Assim, com o intuito de apreender os elementos dinâmicos das políticas e práticas discursivas sobre a educação para portadores de deficiência no Brasil, realizamos uma pesquisa qualitativa, retraçando o sentido da intervenção no Estado de Pernambuco que tentava articular, pioneiramente, cidadania-trabalho-deficiência mental. Utilizamos, como eixo teórico, o conceito de episteme1 foucaultiano, respaldado pelo instrumental histórico-discursivo da linguagem.
