El artículo se ocupa de las políticas del Estado argentino de la última década que tienen por objeto el trabajo. Presta atención a los límites y las alternativas que abren, porque el trabajo protegido (decente, según la OIT) recuperó centralidad como basamento de la inclusión social. Se analiza la discordancia entre la política de empleo y la de autoempleo; y la originalidad de la política que amplía la seguridad social a trabajadores informales (ocupados y desocupados).
Este artículo reflexiona acerca de problemas de la investigación social en el Trabajo Social. Discute la postura ingenua que lleva a suponer que la intervención profesional es inmediata 'en la realidad de los problemas'; y aquella que pone por delante una teoría como portadora del conocimiento verdadero 'sobre la realidad', como si ésta precediera a todo conocimiento. Define a la investigación como la práctica social que tiene como razón de ser producir conocimientos, al tiempo que se inscribe en, y alimenta, los procesos político-culturales de producción de problemas sociales. Por eso, para el Trabajo Social, no es equiparable al diagnóstico social, sino que debería ser un proceso continuo que acompaña el desarrollo de cualquier proyecto social y práctica profesional. Esto exige la disposición a aprender el oficio (esto es, dominio teórico, manejo metodológico-técnico y actitud de duda) y a prevenirse de los riesgos de la naturalización de los problemas para los que se reclama su intervención, que pueden provenir tanto del realismo ingenuo como del teoricismo.
El presente artículo trata de la caracterización del Estado que se reconfiguró en la primera década del presente siglo en la Argentina, como una reedición actualizada (o modernizada) del Estado social de este país. Esta caracterización se sostiene en el análisis de dos cursos de acción de la política socio-laboral, que definen un ciclo político:1) la reposición del carácter de “trabajo normal” del empleo de tiempo completo, por plazo indeterminado y con los beneficios de la seguridad social, que hace de esta última (la seguridad social) el núcleo principal de la política socio-laboral; 2) Pero (esto es lo que corresponde al otro curso de la acción) con la particularidad de que, al mismo tiempo que se mantiene el esquema clásico de la Seguridad Social en Argentina (sostenido en aportes y contribuciones) algunas medidas sortean este esquema basado en la contratación formal, permitiendo la ampliación de la base de población protegida, al incorporar a trabajadores ocupados informalmente o prescindibles para la producción en el mercado “moderno”. No obstante ello, los fundamentos ideológicos y discursivos de la política socio-laboral reponen siempre la expectativa de volver a alcanzar plenamente un estado de “trabajo normal” para el conjunto de la población trabajadora.
El presente artículo tiene como objetivo desarrollar la hipótesis según la cual, la investigación en tanto producción de conocimiento, en lo concerniente al campo del trabajo social, está implicada en la constitución misma de una práctica profesional relativamente autónoma.Las reflexiones que contiene, son la expresión sistemática de mi reiterada preocupación por el tema de la producción de conocimientos en la práctica profesional de esta disciplina (Grassi, 1983; 1988; 1989), aún cuando la cuestión de la investigación social (y de la epistemología) todavía no había sido incluída como el tema obligado de los encuentros, reuniones, etc. de trabajadores sociales, y en momentos en que, plantear la necesidad de incluir de manera sistemática la teoría social en la formación de los trabajadores sociales, sonaba a "academicismo elitista", "alejamiento de la realidad y/o del pueblo", o a otras descalificaciones similares (Grassi, 1988).
