The bioeconomy is a worldwide used strategy to cope with ecological, social, and economic sustainability challenges. However, we analyze current bioeconomy strategies and trends to point out potential sustainability conflicts and transition challenges. Our analysis shows that the bioeconomy is not sustainable per se, as mere input substitution may entail welfare losses. Instead, it requires further debates and actions to avoid exacerbation of ecological and social strains. Sustainability has to be the key concept behind the bioeconomy and predominantly requires (1) sustainability of the resource base and (2) sustainability of processes and products, especially by (3) circular processes of material fluxes, not least to gain consumer acceptance for bio-based products. Otherwise, the bioeconomy would only entail the substitution of fossil resources for bio-based resources potentially lacking the generation of additional societal and ecological benefits and contribution to climate mitigation. As markets alone will not suffice to fulfil this path transition towards a sustainable bioeconomy, we argue that innovative governance is necessary to reduce competitive drawbacks compared to fossil resources (enabling function) and to secure ecological, social, and economic sustainability requirements (limiting function).
Limited water availability, population growth, and climate change have resulted in freshwater crises in many countries. Jordan’s situation is emblematic, compounded by conflict-induced population shocks. Integrating knowledge across hydrology, climatology, agriculture, political science, geography, and economics, we present the Jordan Water Model, a nationwide coupled human–natural-engineered systems model that is used to evaluate Jordan’s freshwater security under climate and socioeconomic changes. The complex systems model simulates the trajectory of Jordan’s water system, representing dynamic interactions between a hierarchy of actors and the natural and engineered water environment. A multiagent modeling approach enables the quantification of impacts at the level of thousands of representative agents across sectors, allowing for the evaluation of both systemwide and distributional outcomes translated into a suite of water-security metrics (vulnerability, equity, shortage duration, and economic well-being). Model results indicate severe, potentially destabilizing, declines in freshwater security. Per capita water availability decreases by approximately 50% by the end of the century. Without intervening measures, >90% of the low-income household population experiences critical insecurity by the end of the century, receiving <40 L per capita per day. Widening disparity in freshwater use, lengthening shortage durations, and declining economic welfare are prevalent across narratives. To gain a foothold on its freshwater future, Jordan must enact a sweeping portfolio of ambitious interventions that include large-scale desalinization and comprehensive water sector reform, with model results revealing exponential improvements in water security through the coordination of supply- and demand-side measures.
Driven by the growing awareness of the finite nature of fossil raw materials and the need for sustainable pathways of industrial production, the bio-based economy is expected to expand worldwide. Policy strategies such as the European Union Bioeconomy Strategy and national bioeconomy strategies foster this process. Besides the advantages promised by a transition towards a sustainable bioeconomy, these processes have to cope with significant uncertainties as many influencing factors play a role, such as climate change, technological and economic development, sustainability risks, dynamic consumption patterns and policy and governance issues. Based on a literature review and an expert survey, we identify influence factors for the future development of a wood-based bioeconomy in Germany. Four scenarios are generated based on different assumptions about the development of relevant influence factors. We discuss what developments in politics, industry and society have a central impact on shaping alternative futures. As such, the paper provides a knowledge base and orientation for decision makers and practitioners, and contributes to the scientific discussion on how the bioeconomy could develop. We conclude that the wood-based bioeconomy has a certain potential to develop further, if adequate political framework conditions are implemented and meet voter support, if consumers exhibit an enhanced willingness to pay for bio-based products, and if among companies, a chance-oriented advocacy coalition of bioeconomy supporters dominates over proponents of fossil pathways.

Terms of use: Documents in AbstractIn this paper, we employ a public choice perspective to analyze the development of policies for renewable energy sources (RES) in the EU in general and in Germany more specifically. In doing so, we explain the main characteristics of current RES policies in the EU by reference to the self interest driven motivations of voters, stakeholders and political actors. One important puzzle, which we address, is the following: How could effective RES-policies be introduced against the political opposition of fossil-fuel interest groups in the past? Via analyzing the German example in more detail, we show how over time a self-reinforcing interplay of ideological and financial RES support has emerged. Moreover, we demonstrate that observed specific design choices for EU RES policies, such as largely riskless remuneration schemes, high degrees of technology dif ferentiation and decentralized decision-making across Member States, can be traced back to poli ticians' need to balance a variety of partly opposing interests. A major benefit of the presented analysis is that it provides a realistic assessment of the challenges for RES policy reform -any reform effort critically depends on its ability to balance stakeholder interests.
Affordability of water services is a pressing water policy issue for both the developed and, in particular, for the developing world. Despite its well-known theoretical shortcomings, affordability analysis of water supply has, up to now, been widely based on the ratio of a household's water expenditure to its income, the Conventional Affordability Ratio (CAR). However, in the housing sector, alternative concepts for measuring affordability have been developed, among them being the ‘Potential Affordability Approach’ (PAA) and the ‘Residual Income Approach’ (RIA). Against this background, this paper compares these three prominent affordability measures (CAR, PAA, RIA) on the basis of an empirical case study of a peri-urban, low-income area in the second largest Mongolian city of Darkhan, using household data from a survey conducted in 2009. Thus we gain insight into both the water-related affordability situation of people in Mongolia, checking the World Bank's finding of an absence of water affordability problems in peri-urban areas in the Mongolian capital Ulaanbaatar, as well as into the comparative functionality of different affordability measures. It is shown that affordability problems do occur but have to be distinguished depending on the economic causation. We argue that none of the regarded measures give a satisfyingly contoured notion of affordability properly distinguished from the adjacent problems of poverty and access.
