En las últimas dos décadas, la situación de la seguridad y la estabilidad política en Medio Oriente ha sufrido un grave deterioro que contrasta con la importancia estratégica de la región como motor energético de la economía mundial. El objetivo del presente artículo es aportar un enfoque interpretativo general que contribuya a la explicación de esa contradictoria evolución a partir del análisis de un conjunto de factores exógenos y endógenos que han ejercido de manera primordial, aunque no limitativa, un efecto perturbador sobre el orden regional desde finales del siglo XX y que ayudan a entender las causas del caos geopolítico en que parece inmerso el Medio Oriente en los albores del presente siglo.
Los acontecimientos de las últimas dos décadas han reforzado la imagen del Medio Oriente como una zona altamente volátil e inestable. La evolución regional después de los atentados terroristas del 11/09 parece haber seguido el curso de una parábola del caos, en donde el punto de llegada describe un escenario máscomplejo y convulso que el existente al momento de partida. A los viejos conflictos regionales no resueltos, como los de Palestina y Afganistán, se sumaron nuevos escenarios de crisis en Irak, Siria, Yemen y Libia, los cuales han conmocionado sensiblemente el contexto regional, generando tragedias humanitarias deenormes proporciones, con altos costos en vidas civiles, violaciones generalizadas de los derechos humanos y flujos multitudinarios de refugiados y desplazados internos, situación que ha reafirmado con mucho al Medio Oriente como el principal centro expulsor de personas a causa de los conflictos armados.
Estados Unidos y Pakistán en la guerra contra el terrorismo: disimetría y conflicto de intereses geopolíticos United States and Pakistan in the war against terrorism: The dissymmetry of their geopolitical interests ENRIQUE BALTAR RODRÍGUEZ*Resumen: Las relaciones bilaterales entre Estados Unidos y Pakistán han estado marcadas por una clara disimetría en las percepciones estratégicas de las partes. Las complejas interacciones derivadas de esa disimetría no abonaron a la consolidación de una verdadera alianza estratégica, basada en intereses compartidos de largo plazo, sino que determinaron la conformación de un escenario relacional reactivo a las coyunturas y, por tanto, oscilante entre la asociación, el retraimiento y el conflicto. A través del análisis de las relaciones bilaterales durante el periodo 2001-2014, el presente artículo pretende demostrar cómo la guerra contra el terrorismo emprendida por Estados Unidos después de los atentados terroristas del 9/11 reforzó esa disimetría estratégica como nunca antes y generó tensiones que definieron el complejo y contradictorio comportamiento de la asociación en el nuevo contexto. Afghan state collapse in August 2021 once again put discussion about state-building strategies in post-conflict scenarios. This article explores fundamental causes of state-building failure in Afghanistan and proposes an explanation based, for one side, on policy inability to generate internal legitimacy and local ownership necessary for State consolidation and sustainability born from military intervention in 2001; and for the other, in how war on terror interest vitiated Afghan transition course by subordinating democratic governance and economic reconstruction goals to security considerations. In this sense, article focuses its attention on three fundamental issues that ultimately doomed 20-year effort of state-building to failure: the way in which new state foundations were distorted to turn it into a neo-patrimonial pseudo-democracy, dependent and corrupt, and controlled it by an old and new warlords elite; the absence of a national reconstruction effective strategy for helping Afghan people to rebuild a country devastated by years of war, that would allow socializing peace benefits and strengthen central government authority in a traditionally fragmented and centrifugal society; and lastly, the geopolitical environment also generated by war on terror, which was not contribute to peace and stability in Afghanistan and increased state-building shortcomings and failure chances.
El presente artículo pretende demostrar que el grave deterioro de la seguridad en Afganistán, luego de la retirada de las fuerzas multinacionales comandadas por la Organización del Tratado del Atlántico Norte (OTAN) en diciembre de 2014, ha sido resultado inevitable del fracaso militar de la estrategia de salida de Estados Unidos. A través del análisis de indicadores relacionados con la violencia y la inseguridad en el país durante el periodo 2009-2014, el artículo sostiene que la estrategia militar diseñada por la administración Obama fracasó en el propósito de asegurar las premisas básicas para que el proceso de traspaso de responsabilidades al gobierno afgano se efectuara en un contexto de estabilidad política relativamente consolidado. En consecuencia, los niveles de violencia e inseguridad registrados después de 2014 forman parte de una misma tendencia de continuidad claramente establecida en años anteriores.
