I study the effects of voting costs—specifically, distance to polling location—using geographic discontinuities. Opposite sides of boundaries between voting precincts are observationally identical, except for their assigned polling locations. This discontinuous assignment produces sharp changes in voters’ travel distance to cast their ballots. In nine municipalities in Massachusetts and Minnesota, a 1 standard deviation (0.245 mile) increase in distance reduces ballots cast by 2 to 5 percent across four elections. During non-presidential elections, effects are three times larger in high-minority areas than in low-minority areas. Finally, I simulate the impact of various counterfactual assignments of voters to polling places. (JEL D72, J15, R41)
U.S. states increasingly require identification to vote – an ostensive attempt to deter fraud that prompts complaints of selective disenfranchisement. Using a difference-in-differences design on a 1.6-billion-observations panel dataset, 2008–2018, we find that the laws have no negative effect on registration or turnout, overall or for any group defined by race, gender, age, or party affiliation. These results hold through a large number of specifications. Our most demanding specification controls for state, year, and voter fixed effects, along with state and voter time-varying controls. Based on this specification, we obtain point estimates of -0.1 percentage points for effects both on overall registration and turnout (with 95 percent confidence intervals of [-2.3; 2.1 pp] and [-3.0; 2.8 pp], respectively), and +1.4 pp for the effect on the turnout of nonwhite voters relative to whites (with a 95 percent confidence interval of [-0.5; 3.2 pp]). The lack of negative impact on voter turnout cannot be attributed to voters’ reaction against the laws, measured by campaign contributions and self-reported political engagement. However, the likelihood that nonwhite voters were contacted by a campaign increases by 4.7 percentage points, suggesting that parties’ mobilization might have offset modest effects of the laws on the participation of ethnic minorities. Finally, strict ID requirements have no effect on fraud – actual or perceived. Overall, our findings suggest that efforts to improve elections may be better directed at other reforms.

In many democracies, voter turnout is higher among the rich than the poor. But do changes in income lead to changes in electoral participation? We address this question with unique administrative data matching a decade of individual tax records with voter rolls in a large municipality in northern Italy. We document several important findings. First, levels of income and turnout both dropped disproportionately among relatively poor citizens following the Great Recession. Second, we show that within-individual changes in income have an effect on participation, which is modest on average due to diminishing returns, but can be consequential among the poor. Third, we find that declining turnout of voters facing economic insecurity has exacerbated the income skew in participation, suggesting that income inequality and turnout inequality may reinforce each other. We discuss the theoretical implications of these results, set in a context with strong civic traditions and low barriers to voting.
We test whether politicians can use direct contact to reconnect with citizens, increase turnout, and win votes. During the 2014 Italian municipal elections, we randomly assigned 26,000 voters to receive visits from city council candidates, canvassers supporting the candidates' list, or to a control group. While canvassers' visits increased turnout by 1.8 percentage points, candidates' had no impact on participation. Candidates increased their own vote share in the precincts they canvassed, but only at the expense of other candidates on the list. This suggests that their failure to mobilize non‐voters resulted from focusing on securing the preferences of active voters.
