The purpose of this study was to determine the implementation of education through the zoning system in Labang Bangkalan district. The zoning system as a form of government policy has the aim of equalizing education in Indonesia, including eliminating forms of discrimination in helping the needs and distribution of teachers, this policy is in accordance with Permendikbud Number 17 of 2017. Based on the reality in the field it is not yet appropriate, because there are still gaps such as obstruction of new students. to be able to enter the school they dream of because the quality of education in the Labang Bangkalan sub-district itself is not yet of good quality. Moreover, only by relying on the path of achievement where the opportunity is only 10% of the total applicants so that to make it happen requires collaboration with structures and communities such as educators, students, and the role of parents. This study uses qualitative methods because it is relevant to the research theme. The theory used as an analytical tool in this research is Structural Functional by Robert K Merton, which states that society as a system consists of various interrelated components. The reason the researchers took this theory was because it was related to the phenomenon of the application of the zoning system in which the system was viewed positively and negatively by the community. The results of the study show that there are still gaps in the implementation of zoning policies so that there is not yet equal distribution of education.Keyword: zoning system; education; discrimination.
This study aims to (1) produce a snowball drilling learning tool for relation and function material for class VIII students of MTs. Negeri Ngada Academic Year 2020/2021; (2) improve learning outcomes through snowball drilling for relation and function material for class VIII of MTs. Negeri Ngada Academic Year 2020/2021. The type of research used experimental research with a quantitative approach. The research procedure began by prepared learning tools included RPP, LKS, THB. After conducted the trial phase, the learning device has meets the requirements for validity, reliability, sensitivity, and was suitable for used in research. Sources of data this research were obtained from student learning outcomes test in the from of pre-test and post-test. The research data were processed using Anacova (analysis of variances) statistical analysis. From the result of the development of learning tools snowball drilling for relation and functions material, a good learning tool is produced. Based on the result of covariance analysis, it was obtained that Fcount = 17.43823 and Ftable = 4.21(Fcount > Ftable) with dk numerator 1 and dk denominator = 27 give a significant value. This shows that the snowball drilling learning method is considered to improve learning outcomes for relation and function material.
Madura is famous for the dominance of a very popular religion, the position of religion is divided into several clusters that are members of the socio-economic community. These classes include the kyai and the blater who often have an important and major role in all aspects including political activities, who work as mapping the course of the political struggle in Madura. One form of dominative politics that is implemented uses religious elements of kyai and blater. The phenomenon that occurs in the political elite in fighting for power. The purpose of this study is to describe the existence of a blater in a political struggle to get a seat. This study uses a qualitative method because it is considered very relevant to the theme that discusses politics. The theoretical concept used as an analytical tool in this research is the concept of power according to Michael Foucault, who explains power as the greatest domination in the room where power operates which is recorded in the highest institutional structure in politics. The researcher's initial assumption is that the existence of kyai and blater determines the dynamics of politics in fighting for seats of power in the local area.
