This study aims to analyze the practice of the implementation of e-government at the kelurahan level as the lowest level of governance. This study employed the descriptive qualitative method. Besides that, the search through various official documents record, in print and electronic mass media was also conducted. The results of the study showed that the level of e-government at the kelurahan level has not run effectively due to the lack of optimal infrastructure provision, efficiency, community satisfaction, apparatus adaptation to application, development, and lifespan. With technology, the government is able to use innovative ways of communicating with communities, these facilities can ideally improve the quality of government services and provide greater opportunities for the public participation in public service processes to support smartcity. Therefore, there must be efforts to improve such obstacles which can be done by improving infrastructure, developing human resource and strengthening regulations.
Innovation in public services is a demands , both for central and local governments to improve services to the community. In service innovations at the local level, it certainly brings the risk of rejection from people who are not ready to change. This study aims to examine the local innovations in the health sector, Cimalaka Sehat e-health innovation case studies. The method used is descriptive qualitative with a case study at the Innovation of e-health Cimalaka Sehat services as a pioneer of e-health innovations in the Sumedang Regency. The technique of determining informants uses purposive sampling, data collection is done by observation, in-depth interviews, and documentation. The results showed that in innovation healthy cimalaka e-health has many advantages for the community through changing processes from manual to online as well as increasing features of health services that support the development of health services for puskesmas. However, from several advantages, there are several constraints and problems including the lack of a thorough understanding of the usefulness of innovation, low commitment and consistency of service providers to adapt to available innovations, with indications that the organizers are in a comfort zone that is providing alternative services similar to the innovation e-health (service through WhatsApp), which actually reduces the value of the usefulness of innovation, so that people are reluctant to change to existing service innovations.
Pusat Koordinasi dan Informasi Covid-19 Jawa Barat (Pikobar) application system is an example of digital services implementation in West Java. Since pandemic condition has been improving, thus, Pikobar application needs system adjustment. This research was carried out at Jabar Digital Service (JDS) as the developer and organizer of Pikobar, to analyze Pikobar services so that they can be used in post-pandemic era. The aim of this research was to look at the potential of JDS to create services that suit the need of the community, especially digital health services. The research method was descriptive and qualitative through interviews and observations. This study used successful service strategy model according to Devrye (1997), which consisted of seven aspects, namely: Self-esteem, Exceeded expectations, Recovery, Vision, Improving, Care, and Empowerment. The results showed that the seven aspects had been met by JDS, but there were still room for improvement. Pikobar service improvement can be used to adjust features made in the future with the support from various strategies, such as digital-based public service policies making, technology infrastructure support, and transforming Pikobar into health service center. Thus, in the long run, West Java citizen could use Pikobar as digital public service in postpandemic era.
Recently, the farming community in Purwakarta is still less fortunate, if not in the poor category. However, through The Tangguh Village Program, the farming community has been risen up and become empowered in facing agricultural problems and purchasing power. The objective of the research is to find out the empowerment of the farming community in the program, and to measure the level of community empowerment in implementing policies and program for regional defence resilience. This research was conducted through an explanatory survey, to find definite answers to problems in the research area. The problem examined is the relationship between programs of regional policies on the influence of empowerment of farmer communities. The Tangguh Village Program is expected to encourage village to become fortresses of food security, especially in the face of the decline in purchasing power caused by the Covid-19 pandemic. The of this study describes the organization, management, and empowerment of The Purwakarta Regency farmer community in increasing regional food security.
