O artigo centra-se no acesso à justiça, que passa a ser percebido como algo que vai além da simples prestação jurisdicional. Ocorre que os métodos tradicionais de tratamento de conflitos não estão conseguindo atender as necessidades sociais. Diante deste panorama, se analisara a Resolução 125/2010, que teve por objetivo instituir políticas públicas de tratamento adequado de conflitos, destacando, em que medida CEJUSC pode vir a constituir um maior grau de eficiência no tratamento de conflitos, e avançar num acesso à justiça voltado a efetivação cidadã. O aprofundamento teórico baseou-se na pesquisa bibliográfica, utilizando o método sistêmico, preconizado por Niklas Luhmann.
RESUMOO modelo estatal de justiça, tem mudado seu papel, não conseguindo abarcar os conflitos que surgem de uma sociedade global e policontextural. Ocorre que junto com avanço da globalização, surgiu violações massivas aos direitos humanos, fator este que vêm propiciar a necessidade de práticas de cidadania onde todos os cidadãos realmente se sintam cidadãos do mundo, sendo presentes, atuantes e construtores de um novo espaço, para assim poder-se constituir um mínimo ético através de um cosmopolitismo jurídico que, seja capaz de erradicar os problemas atuais. It happens that along with the progress of globalization, massive violations of human rights have arisen, a factor that is conducive to the need for citizenship practices where all citizens truly feel as citizens of the world, being present, active and constructors of a new space, so to be able to constitute an ethical minimum through a juridical cosmopolitanism that is able to eradicate the current problems. The theoretical depth of the study was based on the bibliographical research, using the systemic method, recommended by Niklas Luhmann, that is neither inductive nor deductive.
