This study aims to explore the factors of the implementation of Midterm-term Change Project proposed by alumni of Leadership Development Program (Diklatpim) Level held in 2017 in the Riau Province. Data was collected using interview technique and review of related documents. The informants included three parties namely the alumni as the owner of the change project, the alumni superior as the mentor and organizer of the Training. The results showed, from the perspective of implementation, there were internal factors (low willingness, seriousness and motivation, as well as alumni communication with limited work teams) and external (unavailability of IT staff, lack of support for infrastructure and budget facilities, inequality of perception between participants and stakeholders to supporting data, as well as the lack of direct attention of superiors as mentors) which is the cause of the suboptimal implementation of medium-term change projects. This research contributes to efforts to improve the implementation of medium- term change projects through an understanding of the factors that cause the low level of implementation of the project term change in 2017 Riau Province Diklatpim IV alumni.Keywords: leadership development, change project, training evaluation, Riau.
Participants in the Basic Training for Candidates for Civil Servants at BPSDM Riau Province are millennials, attached to technology, digital learning applications, and provide satisfaction to them, in this case using Mentimeter as a learning application. In a quasi-experimental way, this study describes the perception of the participant's satisfaction scale on the use of Mentimeter as a learning application for the Millennial Generation Civil Servant Latsar Class E Class E, Kampar Regency at BPSDM Riau Province. Satisfaction scale is measured through tangibles, reliability, responsiveness, assurance, and empathy. This finding proves that as a millennial generation learning application, the satisfaction of CPNS Latsar participants with the use of Mentimeter is at the "Very Satisfactory" level because the mean value of satisfaction in each dimension is on a scale of 4.30 - 5.00. The use of a Mentimeter is also appropriate because it can answer the challenges and developments of the times that are attached to information and digital technology. Utilizing Mentimeter implies that it is important for education and training providers, especially BPSDM Riau Province to always maintain satisfaction and improve learning service innovation according to the needs of millennial generation CPNS Latsar participants. The next recommendation is very possible to evaluate digital learning so that the Mentimeter application can be effectively used by various groups of learners.
Peserta Pelatihan Dasar Calon Pegawai Negeri Sipil Daerah Lingkungan Kabupaten Kampar saat ini adalah generasi milenial. Karakteristik milenial sangat melek teknologi, komunikatif, dan multitasking sehingga dibutuhkan pengembangan metode pembelajaran berbasis visual dan menyenangkan, berorientasi pada kreatifitas, dan menerapkan sistem blended learning. Dalam hal ini dengan menggunakan media papan tulis virtual Google Jamboard. Metode pada penelitian ini adalah kuasi-eksperimental hanya pada kelompok yang diteliti. Responden pada penelitian ini adalah peserta Kelas B Pelatihan Dasar Calon Pegawai Negeri Sipil Daerah Angkatan 2 Gelombang I Lingkungan Pemerintah Kabupaten Kampar Provinsi Riau. Teknik pengumpulan data penelitian ini melalui observasi, penyebaran kuesioner, dan dokumentasi. Setelah data terkumpul dianalisis secara kualitatif dengan logiko-induktif yaitu proses berpikir dengan menggunakan logika untuk memahami pola dan kecenderungan dalam data melalui tiga tahap yaitu pengkodean, mendeskripsikan karakteristik utama, dan menginterpretasikan. Hasil penelitian membuktikan bahwa pembelajaran Mata Pelatihan Komitmen Mutu dengan Google Jamboard sudah dapat diterima peserta. Kelebihan pembelajaran ini adalah menarik, kreatif dan inovatif, efektif dan efisien. Kelemahan terbesarnya adalah peserta belum memahami Jamboard karena baru pertama kali menggunakannya. Masukannya, peserta menginginkan untuk diberi pengenalan Jamboard terlebih dahulu. Kelebihan, kelemahan, dan masukan tersebut diharapkan menjadi bahan pertimbangan jika memungkinkan untuk dilakukan evaluasi pasca pelatihan agar mendapat hasil akurat. Terakhir, kelebihan dan manfaat pembelajaran ini menyiratkan ada baiknya pengajar menggunakan Google Jamboard.
