The tertiary sector of economics in the current economic environment ranks first in the national economic systems by the number of the employed population. At the same time the rapidly changing market environment requires new tools for efficient management of business processes. In this regard, the logistics tools enabling optimization of material, transport, financial flows is a factor increasing activity of economic entities. Studying the possibility of applying logistics principles to the flows organization in tourism has led to the conclusion about expediency of application of logistics tools in activity of service rendering enterprises, subject to specific features of services as commodity items. The paper discusses the problem of ensuring food security as one of the key tasks of the modern economic policy of the state, the solution of which will help to achieve food inde-pendence of the country and improve the quality of life of the population. Fishery, as a manufacturer and supplier of food products with a high content of easily digestible proteins of animal origin, fat-soluble vitamins and minerals, occupies the leading position in the food security system of the Russian Federation. Based on the study of modern approaches to the content and monitoring the level of food security, the indicators of assessing the level of food security for fisheries in the sphere of production and consumption of fish products are refined. The food security in the area of fish production, dynamics of production volumes of fish and aquatic biological resources, amounts and structure of the domestic production of fish products, import and export helped to evaluate the high potential of the fisheries complex of the Russian Federation in achieving the in-crease of self-sufficiency in fishery products up to 85%. It has been stated that in the field of fish product consumption reflecting the degree of economic accessibility of the population there are the problems: the prevalence of fish products with low depth of processing in the structure of average per capita consumption, low consumption of animal proteins, high dependence of consumption of fish and fish products by households on the level of available resources and consumer prices for fish products. The article focuses on the strategic alternatives of the fishery complex, which takes the leading position in the food security system of the Russian Federation as a producer and supplier of food products with a high content of easily digestible animal proteins, fat-soluble vitamins and minerals. The strategic development of the fisheries industry is defined by the regulatory and legislative documents made up by the different management bodies, which is reflected in an inconsistency of goals and quantitative indicators of their achievement. Using the principles of the state programs Development of Fishing Industry and Strategies of the Development of Fisheries until 2030 there have been formulated the possible scenarios of the fishing industry development: optimization, innovative and customer-oriented, distinguishing characteristic of which is the allocation of a priority for investment. There has been proposed to use a strategic planning tool, GAP analysis, to justify the choice of strategic alternatives for the development of the fisheries complex. It has been stated that the ratio of the manufactured fish products and the investments was used as an indicator for comparing the development scenarios. There have been illustrated the figures of the manufactured fish products by types of strategies for the period of 2018–2024; the investment performance indicators by segments of optimization strategy, innovation, customer-oriented strategy; given a comparative characteristic of the investment efficiency of strategic alternatives in 2024. A conclusion has been made on practicability of client-oriented development strategy for the fisheries industry based on the harmonization of industrial, trade and sales policy, which allows to increase the affordability of fish for the population by reducing commercial and logistics expenses.
In a globalized business environment the development of national economic systems is characterized by a decrease in the rates of economic growth, due to the reduction in the share of industrial production in GDP, the number of employed and workplaces in industrial production, which is negatively reflected in the level of competitiveness of macro regions in the world markets. In this regard, the reindustrialization, as the process of restoring the place and role of industry in the economy, is recognized as a strategic priority for increasing the competitiveness of the macro regions. In Russia, the reindustrialization is an objective condition for restructuring and upgrading of industrial production on the basis of activating the processes of updating of the technological base and introducing innovations, which predetermines the development of a reindustrialization program within the strategic management of industrial development. The proposed mechanism of the program formation allows you to create a base for the development of industrial development strategies at the national and regional levels and the formation of new competitive advantages of industrial production of Russia in the world markets.
