This study aims to determine replanting potential and marketing channels of rubber wood and the influence of rubber prices on the revenues of rubber wood supplier. As a case study, the study was conducted in Sembawa Village, Banyuasin District, South Sumatra. Data was collected through interview technique with respondent by using structured questionnaire. The respondents consisted of rubber smallholders and large estate that undertake rubber replanting, as well as rubber wood suppliers who take rubber wood from rubber replanting. Respondents were selected purposively. Data were analyzed qualitatively and quantitatively. The results indicated that the minimum rubber replanting area per annum was 917 hectare with the rubber wood potential resulted from such replanting was 73,360 m 3 per year. The observed marketing channels of rubber wood was planters-suppliers-wood processing factories / brick industries. The incomes of rubber wood supplier were influenced by rubber resin prices changes. The rubber prices declined by 40%, the supplier's incomes of rubber wood from large estates was also decreased by 59%, and the suppliers' incomes of rubber wood from smallholder decreased by 54%.

ABSTRAKIsu illegal logging dan illegal trading di perdagangan kayu mengakibatkan pasar internasional menuntut bukti legalitas kayu dari produsen. Sistem Verifikasi Legalitas Kayu (SVLK) disiapkan pemerintah secara mengikat di industri kayu mulai dari hulu sampai hilir. Studi ini bertujuan untuk mengetahui gap implementasi kebijakan SVLK dan dampaknya terhadap keberlanjutan usaha industri kayu. Metode yang digunakan yaitu analisis gap, deskriptif dan struktur biaya. Penelitian dilakukan di tiga provisi: DKI Jakarta, Jawa Barat dan DI Yogyakarta. Hasil penelitian menunjukkan bahwa tingkat implementasi SVLK dipandang rendah karena perubahan kebijakan SVLK yang relatif cepat. Bagi dunia usaha kondisi ini merupakan disinsetif bagi iklim investasi. Persepsi pelaku usaha bahwa kebijakan SVLK lebih ditujukan untuk produk dan kegiatan di hulu sehingga kebijakan terkait hilir (industri dan pasar) belum sepenuhnya mendukung. Implementasi kebijakan SVLK dinilai tidak efektif oleh industri kayu dan hutan rakyat. Pihak yang paling besar merasakan dampak negatif SVLK adalah industri mikro dan petani hutan rakyat. Kondisi ini mengancam keberlanjutan industri kayu dan hutan rakyat. Perlu penguatan kelembagaan untuk meningkatkan kualitas sumber daya manusia dan daya saing produk.Kata kunci: Dampak kebijakan SVLK; struktur biaya; industri mikro; hutan rakyat.
Stakeholders have a very important role interm of the management of upstream watershed. Thus, the common understanding on the existence and role of stakeholders is an important factor in order to achieve good governance of watershed management, leading to the attainment of environmental, social and economic benefits. This paper aims to analyse the role, interests, and cooperation among stakeholders and its relationship with the condition of upper Ciliwung watershed. Stakeholder analysis was used in this study to identify stakeholders, to categorize them, and to investigate the relationship between stakeholders. The analysis showed the lack of cooperation among stakeholders both between key stakeholders with primary stakeholders. This resulted in lack of communities' understanding on the benefits and the importance of conservation activities in the upstream Ciliwung watershed. Meanwhile, the cooperation between key stakeholders and supporting stakeholders, especially the providers of funds, was relatively better/stronger. This can be seen from a better management of inter-agency cooperation in the upstream Ciliwung watershed, although the effort was tend to be project-oriented. Therefore, communication forum need to be established, to taking role for synchronizing, collaborating and coordinating stakeholders' efforts, so that the management programs of upstream Ciliwung watershed can be integrated.
