O Controle Social é definido como o processo no qual a população participa, através de representantes, na definição, execução e acompanhamento das políticas públicas, as políticas do governo. Este estudo pesquisou o Controle Social exercido pelo Conselho Municipal de Saúde de Canindé-CE em 2007, com o objetivo de analisar o exercício do controle social no âmbito do Conselho Municipal de Saúde. Os sujeitos da pesquisa foram os vinte conselheiros titulares do Conselho, que responderam a um questionário de perguntas abertas. Os resultados evidenciaram um conselho atuante e identificaram algumas fragilidades e dilemas que podem comprometer a atuação desse colegiado no município. As posições, conhecimentos e atuação dos conselheiros são distintos segundo seu pertencimento aos diferentes segmentos sociais dentro do colegiado. A explicitação destas diferenças pode contribuir para que sejam estabelecidas estratégias para promover uma participação efetiva. Para este fim, defendemos uma política de educação permanente nos Conselhos, de forma tão freqüente quanto a rotatividade de sua composição. Sem formação e informação não há poder de ação. O conhecimento é parte do poder no campo social, e deve ser a base de ação nos Conselhos de Saúde. Ao mesmo tempo, parece necessário que os Conselhos fortaleçam seus vínculos com a população, para que a representação popular que ensejam não seja mera utopia.
O presente artigo teve por objetivo analisar textos que abordam o tema da avaliação de serviços públicos voltados para as políticas de saúde. Para tanto, foram selecionadas três obras sobre o assunto: Texto 1 - Avaliação de Programas e Serviços Sociais no Brasil: uma análise das práticas no contexto atual; Texto 2 - Avaliação da Qualidade da Atenção Primária pelos Profissionais de saúde: Comparação entre Diferentes Tipos de Serviços; e, Texto 3 - Avaliação da qualidade do programa Saúde da Família em municípios do Ceará: uma abordagem multidimensional. A análise dos referidos textos foi baseada em modelos de avaliação propostos por renomados autores da área: Donabediam e Contandriopoulos. Foram apresentados os principais aspectos trazidos por cada um dos textos, tendo em vista uma melhor compreensão da utilização da avaliação em políticas setoriais de saúde.
Na área da Saúde Pública, são raros os registros de processos de gestão de sistemas e serviços de saúde que tenha na sua política de gestão de pessoas fator diretamente relacionado ao alcance de resultados substanciais e à potencialização positiva do clima organizacional nas unidades de saúde. A gestão de pessoas é o processo pelo qual as organizações administram as situações operacionais que envolvem seu corpo de colaboradores. O clima organizacional é determinado pela cultura organizacional, cabendo à gestão organizacional a responsabilidade de conhecer, analisar e influenciar positivamente, a sua evolução. O presente estudo foi conduzido como pesquisa qualitativa tendo como instrumento aplicado questionário elaborado segundo o processo de construção e validação fatorial da Escala de Clima Organizacional – ECO de Martins e colaboradores (2004). Constatou-se haver limitação na utilização das principais ferramentas de gestão ocasiona um determinado nível de influência na definição do clima organizacional quanto aos seus aspectos tidos como ainda insatisfatórios. Verificou-se a convergência das fragilidades na condução da política de gestão do corpo de colaboradores como possível fator causal da percepção negativa quanto ao clima organizacional em determinadas áreas.
