<p><strong>ABSTRACT</strong></p><p><strong></strong>This study analyses theoretically and empirically the relationship between monetary institutions and macroeconomic performance in Brazil, in the period after the adoption of the inflation targeting regime (ITR), in 1999. The hypothesis is that the monetary institutions inhibited economic growth, rather than being effective at controlling inflation, whose main causes are related to structural and institutional factors, indexation process and domestic and external shocks. The main results of the ITR, embodied in the highly restrictive monetary policy, are the following negative effects: A reduction in Gross Domestic Product (GDP) growth rates, a rise in the stock of public debt and an appreciation of the domestic currency. Likewise, the itr has not been successful in maintaining inflation rate below its target. In this respect, revisions in the Brazilian monetary institutions would be essential to improve the results of the ITR, both in terms of actual inflation and economic performance. <br /><br /></p><p><strong>DESEMPEÑO MACROECONÓMICO EN BRASIL DESPUÉS DEL RÉGIMEN DE METAS DE INFLACIÓN</strong></p><p><strong></strong><strong>RESUMEN</strong></p><p><strong></strong>Este estudio analiza teórica y empíricamente la relación entre las instituciones monetarias y el desempeño macroeconómico en Brasil en el periodo posterior a la adopción del régimen de metas de inflación (RMI) en 1999. La hipótesis es que las instituciones monetarias impidieron el crecimiento económico, más que controlar efectivamente la inflación, cuyas causas principales están relacionadas con factores estructurales e institucionales, procesos de indexación y choques internos y externos. Los principales resultados del RMI, consustanciados en la política monetaria altamente restrictiva, son los siguientes efectos negativos: una reducción de las tasas de crecimiento del producto interno bruto (PIB), un aumento del stock de deuda pública y una apreciación de la moneda nacional. Asimismo, el RMI no logró mantener la tasa de inflación por debajo de su meta. A este respecto, revisiones en las instituciones monetarias brasileñas serían esenciales para mejorar los resultados del rmi, tanto en términos de inflación como de desempeño económico.</p>
PurposeThis paper analyzes the issue of wage differentials and gender discrimination in the Brazilian labor market.Design/methodology/approachThe methodology is based on the log-linear equation model by Mincer (1974) and the decomposition method by Oaxaca (1973) and Blinder (1973) and was estimated using data from the National Household Sample Survey (PNAD).FindingsThe main results indicate that there was a reduction in wage differentials and gender discrimination in the majority of regions in Brazil for white workers when comparing the available years. However, for non-white workers, the degree of discrimination increased in Brazil, especially in the central-west and southeast regions. Resumo O presente artigo tem como objetivo discutir a conexão existente entre a política monetária e a dívida pública no Brasil, destacando as implicações daí decorrentes. Para isso, parte de uma retomada histórica do surgimento do mercado de títulos da dívida pública e das instituições responsáveis por seu gerenciamento. Posteriormente, são discutidos os dados relativos às variáveis ligadas à política monetária e à dívida pública entre 1999 a 2016. A partir da referida análise, observou-se a existência de uma conexão problemática entre duas políticas - monetária e fiscal - dada pela taxa Selic que é, ao mesmo tempo, instrumento de controle da inflação e taxa que remunera parcela expressiva da dívida pública. O trabalho conclui que esta vinculação reduz a eficácia das referidas políticas, requerendo ações como desvinculação da política monetária e da dívida pública, elevação do prazo e duração da dívida, mudança da sua composição e, particularmente, redução da taxa Selic.
RESUMO.Os setores produtivos são indiferentes para o crescimento nos modelos neoclássicos, diferentemente dos keynesianos, que destacam a centralidade da indústria por possibilitar mudanças tecnológicas, crescimento da produtividade, externalidades positivas e sinergias, sustentabilidade do balanço de pagamentos e, nos países em desenvolvimento, se relacionar com processos de catching up. O reconhecimento da centralidade da indústria traz a preocupação com a desindustrialização, tema sobre o qual se debruça este artigo, focando o caso de dois países -Brasil e Itália -objetivando identificar o padrão existente em cada um deles e seus determinantes. Para cumprir com seu objetivo, tem-se inicialmente uma discussão conceitual sobre desindustrialização, seguida pela identificação dos principais 'fatos estilizados' dessas economias: i) queda da participação relativa da indústria no PIB; ii) redução do emprego industrial no emprego total e iii) estagnação da produtividade. Por fim, são analisadas as especificidades da desindustrialização brasileira e italiana, observando-se que, no Brasil, esta parece ter sido causada, sobretudo, pelo ambiente macroeconômico pós-abertura comercial, que, associado ao câmbio apreciado, mudou a especialização da indústria e implicou desindustrialização. Na Itália, vincula-se a lei Kaldor-Verdoorn, pois níveis menores de demanda reduziram a produtividade e o investimento, além da deslocalização, que direcionou partes do processo produtivo para outros países.Palavras-chave: industrialização. mudança estrutural. Brasil. Itália.The 'beauty' and the sleeping 'giant': comparative analysis of two cases of recent deindustrialization and its causes -Brazil and Italy ABSTRACT. The productive sectors are indifferent to the growth in neoclassical models, different from Keynesians authors that highlight the centrality of the industry by enabling technological changes, productivity growth, positive externalities and synergies, balance of payments sustainability and in developing countries, relate to catching up processes. Acknowledging the centrality of industry brings concerns about de-industrialization, which is the theme of this article, focusing on the cases of Brazil and Italy, aiming to identify their pattern and determinants. In order to achieve this aim, there is a conceptual discussion about de-industrialization, followed by the identification of the main 'stylized facts' of these economies: i) a decrease in the industry relative share in GDP; ii) reduction of industrial employment in total employment and iii) stagnant productivity. Finally, the specificities of Brazilian and Italian industrialization are analyzed, observing that in Brazil, this appears to have been caused mainly by post-commercial opening macroeconomic environment that when associated with the appreciated exchange rate has changed the industry expertise and involved de-industrialization.
