O sistema de metas de inflação (SMI) consiste numa regra de política monetária que tem como objetivo a estabilidade de preços de um país. Em períodos de choques econômicos externos, o compromisso prioritário com a manutenção das taxas de inflação dentro dos limites estabelecidos como meta limitaria as possibilidades de uso da política monetária como um instrumento de resposta aos choques. A questão apresentada é se, como resultado da menor flexibilidade da política monetária, a interdependência entre as taxas de juros domésticas e as praticadas no mercado internacional de capitais nos países que adotam o SMI seria menor do que a observada naqueles países que não fazem opção por tal regra de condução de suas políticas monetárias. Esta tese aborda esse assunto de forma empírica e é composta de três ensaios. O primeiro ensaio busca responder se os países que adotam o SMI têm menor interdependência da política monetária diante de mudanças na taxa de juros americana em relação aos países que não adotam tal regime monetário. Essas relações são analisadas através de análise estatística exploratória e, também, por meio de um modelo VAR em painel, para um conjunto de 80 países, com diferentes níveis de renda, do período de janeiro de 1990 a dezembro de 2019. Ao analisar os diversos resultados obtidos, verifica-se que dos vinte e três países que adotam SMI analisados, cerca de 52% mostram maior interdependência, e para cerca de 39% houve menor interdependência. As evidências empíricas sustentam que os países que adotam SMI e são de alta renda revelam maior interdependência da política monetária doméstica diante de choque monetário externo. Ao considerar a abertura total da conta de capitais, diante de um choque monetário global, o país que adota SMI sujeita-se a menor interdependência, enquanto resultado contrário foi visto para a conta de capital fechada e parcialmente aberta. Partindo-se da questão inicial, em que foi investigado o grau de interdependência da taxa de juros doméstica com a taxa de juros americana, no qual o SMI pode impor ou não alguma restrição à resposta da política monetária como instrumento suavizador de transbordamento externo, tem-se o segundo ensaio. O segundo ensaio avalia se os custos de transbordamentos externos, mensurados a partir de variáveis macroeconômicas selecionadas, tais como PIB per capita,razão dívida pública/PIB e taxa de emprego, nos países que adotam o SMI, seriam maiores que aqueles observados nos países que não adotam SMI. Para tratar a auto seleção associada à adoção do SMI, usa-se a combinação do balanceamento por entropia com o modelo de diferenças em diferenças. Aumento da incerteza externa, e se o país adota o SMI, não impactam o PIB per capita. O impacto na razão dívida pública/PIB diante de aumento da incerteza externa foi de elevação (0,418%) para os países de renda média baixa que adotam SMI comparados aos países que não adotam. Maior custo macroeconômico é visto para a taxa de emprego, com destaque nos países de alta renda que adotam SMI, comparados aos que não adotam, visto que sofrem redução de 0,035% diante de elevação da incerteza externa. O terceiro ensaio investiga se os países emergentes que adotam sistema de metas de inflação, por terem o compromisso prioritário com as metas, poderiam ter menor interdependência da política monetária. Por isso, esse grupo de países poderia estar sujeito à depreciação da taxa de câmbio em nível e maior volatilidade cambial diante de alterações financeiras globais comparadas aos países emergentes que não adotam esse sistema. Os principais resultados mostram que, se o país adota SMI e sofre aumento da entrada de capital externo, isso implica em depreciação cambial e queda da volatilidade cambial comparada aos países que não adotam SMI. Evidencia-se também, que, em momentos de elevação da taxa de juros global, os países emergentes que adotam SMI apresentam maior volatilidade cambial do que os países que não adotam tal sistema. Ademais, os países que adotam SMI apresentam redução do repasse cambial para os índices de preços domésticos após a adoção desse sistema. Com isso, as evidências indicam que as alterações financeiras globais impactam o câmbio dos países emergentes que adotam SMI de forma diferente dos países que não adotam SMI. Por sua vez, a forma como o câmbio importa para os países emergentes mostra que a adoção do SMI é benéfica, dado que, com a sua adesão, ocorre redução do repasse cambial para o nível de preço doméstico. O presente estudo tem como objetivo analisar a relação entre crescimento econômico e desigualdade de renda no Brasil e para dois grupos de seus estados, mais desenvolvidos e menos desenvolvidos, entre os anos de 1997 e 2017, através da estimação de um painel dinâmico. Considerando o país como um todo, os principais resultados apontam que existe uma relação bicausal entre desigualdade de renda e crescimento econômico. Essa relação se mantém para os estados menos desenvolvidos, mas para os estados mais desenvolvidos apenas a desigualdade de renda precede o crescimento econômico. A partir dos resultados, sugere-se a formulação e implementação de políticas públicas que diminuam a desigualdade de renda no país, particularmente nos estados menos desenvolvidos.
A volatilidade dos capitais externos é um risco para a estabilidade macroeconômica e financeira. Este estudo identifica e analisa os determinantes da volatilidade dos capitais externos para o Brasil e os Estados Unidos do primeiro trimestre de 1990 ao segundo trimestre de 2018. Depois de construir duas medidas de volatilidade para os capitais externos, estima-se os determinantes dessa volatilidade por meio do modelo VEC e DOLS. Os resultados sugerem que a volatilidade da entrada de capitais externos é superior para o Brasil, por outro lado, para a saída de capitais domésticos, se sobressai a volatilidade dos capitais dos EUA. Os principais resultados sustentam que algumas variáveis se destacam como influenciadoras da volatilidade dos capitais externos, quais sejam: o risco global, a inflação e o preço do petróleo. Conclui-se que as políticas ligadas à estabilidade financeira decorrentes de volatilidade de capitais podem se pautar por quais tipos de capitais apresentam efeitos mais danosos em termos de volatilidade.
O estudo avalia a relação entre exportação e produtividade agrícola brasileira. Além de verificar a diferença entre média de exportação e produtividade agrícola nas regiões brasileiras, o estudo usa o teste de causalidade proposto por Hurlin e Venet (2008) para o painel dos estados brasileiros de 2000 a 2015. O principal resultado sustenta a precedência temporal das exportações para a produtividade agrícola. Esse resultado manteve-se ao analisar as regiões de forma desagregada, especificamente Centro-Sul e Norte-Nordeste. Logo, além de gerar divisas para a economia brasileira, as exportações agrícolas podem gerar externalidades positivas no processo produtivo.
