Abstract. Agile project management methodologies, tools and techniques have been becoming more and more popular among Russian and foreign software companies. Though the agile software project management methodologies appear to be more flexible and sound alternative to traditional project management approaches, the practice of agile project management implementation needs more research. The article presents the research on the practical results of agile project management implementation in Russian software engineering companies. The survey-based study covers 8 companies and 35 their projects managed with the help of agile methodologies. In contrast to some optimistic researchers of agile practices, the research findings show that in the investigated projects agile project management led to the deterioration of cost and schedule performance. However, the quality, both perceived by clients and assessed by internal technical analysts, improved after the implementation of agile software project management practices.
This article studies the role of projects and programs in solving many problems of smart cities development in the era of global digitalization. The first part of the article presents the main socially oriented values and characteristics of smart cities, digital technologies that make cities "smart", as well as measures to implement them in the urban environment. The need to measure 17 key indicators to assess the performance of cities in terms of providing urban services and quality of life has been justified. The second part contains "international practice insight" on the main concepts of smart cities around the world (Rio de Janeiro, Jing-Jin-Ji, Berlin, Moscow, megacities of India and South Korea), each of which contains different concepts of development of these cities, successful partnership practices of: countries, governments and business, urban infrastructure and people living in megacities. The information collected is the key to solving the problems of inefficient management of modern cities development. Also, the article considers the technologies of management of smart cities, and suggestions which will allow solving the arisen difficulties have been given. One of the fundamental problems in management is the issue of correlation of occupational rationality and human factor. The highest recognition of this issue was achieved in the Russian management thought in the early 1900s. The authors have concentrated their attention on the Russian management thought, since it is studied less in comparison with classical Western management schools. This article analyzes the works by the major philosophers and theoreticians of management, their approaches and attitudes to the mentioned issue are considered, the main results of conferences on scientific organization of labor held in the USSR are studied. The main aim of the article is retrospective analysis and systematization of approaches of the Russian scientists to the correlation between occupational rationality and human capital. The results of the study are arranged in the form of correlation matrix of various sides and attitudes on this issue in the works by various Russian philosophers of management. It should be mentioned that solution to this problem is relevant at present, since digitization minimizes the significance and opportunities of human factor.
Abstract. Project management offices (or PMOs) are becoming a very well known concept and widely used organizational unit which is organized to support and develop project management systems and methodologies in companies in various sectors of economy. PMOs are being organized in more and more Russian engineering companies. However, PMOs have different forms and functions in different organizational context. It is very useful for theory and practice to analyze the real practice and define which characteristics and forms of PMOs are more accepted. The research presented in the article shows that PMOs are very popular among Russian engineering companies and the trends in their development are in line with the trends in other countries and industries.
