The topic of the development of the digital economy has become one of the priorities at the international level, and on the agenda of the G20 Summit, held July 7-8, 2017 in Hamburg. In the communiqué of the leaders on the results of the summit in the framework of the “digital block”, the heads of state of the G20 stressed the importance of developing digital literacy. Russia has initiated a discussion on consumer protection in the G20 format. The particular relevance of these issues for the global community is noted in the article by the President of the Russian Federation V.V. Putin dedicated to cooperation in the framework of the “twenty”. The advantages and opportunities of the digital economy are undoubted. However, the risks and challenges that consumers of the digital economy face daily threaten the harmonious development of new models of this sector of the economy. In this article, the authors tried to consider business risks in the realities of the digital economy. People and their level of confidence in new technologies and market models are not only key elements, but also the most important indicators of the successful development of the digital economy.

В статье представлена характеристика основных показателей оценки занятости трудоспособного населения, применяемых для управления персоналом. Выявлены основные трудовые показатели промышленного производства и критерии эффективности управления. Автором предлагается учитывать основные особенности использования человеческих ресурсов. В статье доказано, что эффективность использования человеческими ресурсами может осуществляться различными способами. Приведены различные показатели эффективности управления человеческими ресурсами. Раскрываются основные цели материальных и моральных стимулов к труду на современном этапе и проблематика их внедрения. Методологические основы базируются на методах изучения системного анализа, сравнения и аналогий, экономико-математическом моделировании. В качестве теоретической основы в статье использованы научные труды отечественных ученых по вопросам использования человеческих ресурсов как инструмента развития бизнеса. Источниками информации послужили экономическая и другая специальная литература, статьи из периодических изданий. В результате этого исследования обоснованно выделены различные типы стоящих перед предприятиями задач по внедрению этих методик, детально излагаемые специалистами. Автор делает вывод, что в современных условиях необходима системная модернизация как согласованное, эволюционное и последовательное изменение всех аспектов использования человеческих ресурсов.
. Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.
