Confronting current challenges, especially the COVID-19 pandemic, and striving to create a hopeful future – an era of life and active longevity – determine an urgent global need to implement the principles of humanity and create a new understanding of health and a healthy lifestyle, correlated with a fundamental respect for the dignity of life. Based on the idea of the relationship between health and a healthy lifestyle through the inherent value of the individual, embodying the intrinsic value of life, basic contradictions were identified: the contradiction between the understanding of health as a state of physical, mental, and social well-being and a healthy lifestyle, which focuses on the physical aspect of health, omitting the spiritual component; the contradiction between the numerous proposed strategies for a healthy lifestyle and the lack of a fundamental goal that expresses its value-semantic result. In the aspect of philosophical-methodological ideas about health and a healthy lifestyle, their essential binding element was defined – the good that embodies the result of the ultimate aspiration of a person. The resolution of the basic contradictions revealed in the analysis of philosophical-methodological ideas about health and a healthy lifestyle made it possible to present new, clearer definitions of health and a healthy lifestyle: health is a good that allows a person to embody the value of life in a specific reality; a healthy lifestyle is an individual way of life, which is based on a person’s respect for the dignity of life and creates a benefit to him/herself and others, gaining the joy of existence. A new concept of a healthy lifestyle was developed, which defined the joy of existence as its fundamental goal, implemented by a person through the creation of good for oneself and others in a system of socio-cultural and natural interaction based on respect for the dignity of life.
The novel coronavirus disease 2019 (COVID-19) pandemic has had a huge impact on all areas of human life. Since the risk of biological threats will persist in the future, it is very important to ensure mobilization readiness for a prompt response to the possible emergence of epidemics of infectious diseases. Therefore, from both a theoretical and practical standpoint, it is currently necessary to conduct a thorough examination of the COVID-19 epidemic. The goal of this research is to investigate the underlying processes that led to the COVID-19 pandemic in Russia and to identify ways to improve preventive measures and ensure mobilization readiness for a quick response to potential COVID-19-like pandemics. This research will analyze the daily dynamics of the number of infection cases and the number of new lethal cases of COVID-19. We analyzed the daily number of new cases of COVID-19 infection N(d), the daily number of new lethal cases L(d), their percentage ratio L(d)/N(d) 100% in Russia for 2 years of the pandemic (from the beginning of the pandemic to 23 March 2022), the rate of increase and decrease of these indicators (dN(d)/dd and dL(d)/dd), as well as their spectra created on the basis of wavelet analysis. Wavelet analysis of the deep structure of the N(d) and L(d) wavelet spectra made it possible to identify the presence of internal cycles, the study of which makes it possible to predict the presence of days with the maximum number of infections and new deaths in a pandemic similar to COVID-19 and outline ways and methods for improving preventive measures and measures to ensure mobilization readiness for a rapid response to the potential emergence of pandemics similar to COVID-19.
Introduction. Tasks are to execute a study of the preparedness of government and health systems for a pandemic to develop proposals for their modernization. The author proceeds from the hypothesis that epidemic and pandemic diseases will threaten society in the foreseeable future, and therefore it is necessary to develop preventive strategies for states to be prepared for new threats. The article summarizes the experience of government and public health in a pandemic of coronavirus infection. Purpose. To examine pandemic preparedness of public administration and health systems and develop proposals for their modernization. Material and methods. There was made an expert analysis of the problematic issues of public administration in the implementation of preventive and anti-epidemic measures using statistical materials and publications of domestic and foreign authors. The study applied information and legal databases, documents of the World Health Organization, health authorities of countries in conditions of coronavirus infection pandemic, analytical, informational, statistical methods of research. Results. Measures are proposed to modernize states’ preparedness for possible pandemics (epidemics) for the medium and long term. Conclusion. The author has proposed an algorithm for the activities of the government in preparedness to combat a pandemic (epidemic). It is necessary to introduce the principles of “double” (including epidemics) use of premises, buildings and structures and “double” (including epidemics) education of specialists in the field of veterinary medicine and biology, as well as paramedical personnel.
