El realismo y el idealismo, perspectivas sobrepasadas por la realidad internacionalEl análisis de las Relaciones Internacionales (ri) es un tema discutible desde cualquier ángulo en que se le emprenda. Es mucho más común abordar las ri desde las perspectivas de la economía o la política y toda la gama de variantes que de ellas derivan. De ahí que la disciplina cuenta con una variedad de enfoques teóricos que explican el funcionamiento internacional, de los cuales los más importantes son las teorías realista e idealista (y sus perspectivas subsecuentes). Sin embargo, éstas ya no son las únicas perspectivas de análisis que sirven a la disciplina.El realismo y el idealismo -como teorías básicas de los estudios internacionalesya no abarcan todas las particularidades del nuevo escenario internacional. Éste presenta nuevos problemas y procesos, como la globalización, entendida como la pérdida del aislamiento económico, político y social, así como la ruptura de fronteras físicas y virtuales de los estados, lo cual incide directamente en la vida cotidiana de las personas, a escala mundial.Las teorías de las ri tenían cierta tendencia a situarse en los extremos de las visiones del mundo. Por un lado, el argumento realista promulgaba una visión más fuerte de la disciplina, centrada en el uso del poder de los estados, así como en sus aspiraciones por mantenerlo en un sentido militar y económico. El objetivo del artículo es abordar la fortaleza de la identidad como agente importante en la aplicación de la Cooperación Internacional para el Desarrollo desde tres vertientes de cambio: la pérdida de eficiencia de las políticas de desarrollo aplicadas por las instituciones encargadas en el tema y los gobiernos de los países desarrollados; la aparición de nuevos actores internacionales encargados de la cooperación para el desarrollo; y la crisis económica que azotó a los países desarrollados que ocasionó que nuevos actores tomen importancia para la Cooperación para el Desarrollo. El análisis está hecho a través de revisar los datos del banco mundial y ONG´s con el objetivo de establecer sus papel en la cooperación, sus resultandos y concluyendo que la identidad de los países receptores de recursos económicos aparece, de forma recurrente, como medio para adoptar las políticas de cooperación y hacerlas más eficientes.
El cine ha marcado la vida y el entretenimiento en el mundo y los cambios sociales han significado cabios en los procesos legales alrededor de la industria. El articulo tiene el objetivo de analizar la relación entre los diferentes elementos legales del cine en México, desde la llegada del cinematógrafo en 1896 hasta el 2021, para referir el alcance del cine como herramienta política al interior y exterior del país. El trabajo hace una revisión documental de la evolución jurídica en materia cinematográfica y las relaciona con los periodos políticos, a partir de artículos ―Dávalos & Ciuk, 2011; Lay, 2011; y Gómez, s/f, entre otros―; libros ―King, 1990; Saavedra, 2007― y las mismas leyes y reglamentos referidos ―Secretaría de Gobernación, 2000; Secretaría de Educación Pública,2006; Código Penal Federal, 1931―. Los resultados de la investigación muestran como las leyes y reglamentos en materia fílmica sirvieron como medio de protección a los asistente y proyectores, así como para aplicar censura y, posteriormente, para difundir una imagen nacional hacia el exterior, con apoyo gubernamental que a la vez pasó por diferentes etapas apoyada en esas leyes y reglamentos.

Universidad del Mar, México https://orcid.org/0000-0001-8293-9852 ___________________________________________________________________________ RESUMEN El objetivo del artículo es analizar la importancia que ha tenido el neoliberalismo, en la industria petrolera, como política de desarrollo para México, y elemento comercial y soberano para el país, desde los resultados comparados con la política de Industrialización por Sustitución de importaciones aplicada en los cuarenta años previos a su aplicación. Para este análisis fueron comparadas la cantidad de reservas, la producción, las exportaciones e importación de crudo y productos derivados, en cantidad, ingresos y gastos, así como el precio internacional de petróleo y las políticas alternas que propone el nuevo gobierno de Andrés Manuel López Obrador. Como resultado, el artículo comprobó que el neoliberalismo incrementó la producción y las reservas y, en primera instancia, también los ingresos, pero con el paso del tiempo también aumentaron las importaciones de productos refinados y químicos y disminuyeron los ingresos haciendo a la empresa, junto con las reformas estructurales de 2013, una especie de clúster petrolero. Por esa razón, el presidente López Obrador propuso cambiar el sistema petrolero y regresar a la política de protección del recurso como elemento soberano, aunque los analistas no concuerdan con las primeras acciones de su gobierno.Palabras Clave: Exportación, Importación, Neoliberalismo, Petróleo mexicano, Política exterior. ABSTRACTThe objective of the article is to analyze the importance that neoliberalism has had as a development policy for Mexico and a commercial and sovereign element for the country and its oil industry, from the results compared with the Import Substitution Industrialization policy applied in the forty years prior to its application. For this analysis, the amount of reserves, production, exports and imports of crude and derived products, in quantity, income and expenses, as well as the international oil price and the alternative policies proposed by the government of Andrés Manuel López Obrador were compared. As a result, the paper found that neoliberalism increased production and reserves and -in the first instance-also revenues, but over time also increased imports of refined and chemical products and decreased revenues making the company, beside with the structural reforms of 2013, a kind of oil cluster. For that reason, President López Obrador proposed changing the oil system and returning to the resource protection policy as a sovereign element, although analysts do not agree with the first actions of his government.
