La pandemia Covid-19 trajo consecuencias, muchas de ellas irreparables, en el campo social, de la salud y de la economía. El objetivo del presente estudio es determinar el impacto específico de la Covid-19 sobre el PIB y sus componentes: consumo de los hogares, formación bruta de capital fijo, gasto público, exportaciones e importaciones en el Ecuador; para ello se utilizó un diseño cuasi-experimental, aplicando el método Diferencias en Diferencias. Se consideró la base de datos de los principales agregados macroeconómicos del sector real y financiero publicados en los boletines de las cuentas nacionales trimestrales del Banco Central a precios del año base 2007, teniendo en cuenta cinco trimestres antes y cinco trimestres después de la Covid-19, utilizando los primeros como grupo de control y los posteriores como grupo de tratamiento. Entre los principales resultados se encontró una disminución del PIB del 7,5%, siendo más relevante en la formación bruta de capital fijo; por lo tanto, con mayores efectos en la capacidad productiva y creación de empleo, concluyendo que es necesario implementar políticas que estimulen la inversión pública y privada, analizando primero sus condiciones y componentes, pero, sobre todo, la disponibilidad del dinero y su alto costo.
Este artículo examina el porcentaje de incremento de los valores del metro cuadrado del suelo y área de construcción del programa Barrio para Vivir Mejor (BVM) en las zonas intervenidas de la ciudad de Cuenca (2013-2017). El programa BMV busca mejorar las condiciones socio-económicas de las personas mediante el empleo de mano de obra en trabajos de infraestructura y servicios públicos en los barrios. Se aplicaron los métodos Diferencias en Diferencias, Propensity Score Matching y Doble Diferencia Emparejada, en una muestra de 27 720 predios, datos obtenidos de la Unidad Ejecutora de Proyectos (UEP) y de la Unidad de Avalúos y Catastros (UAC) del GAD Municipal de Cuenca. Los resultados revelan que, en promedio, los predios tuvieron un incremento del 7 % y 4 % del valor del metro cuadrado del suelo y del área construida, de forma respectiva. Pese a los efectos positivos en los predios residenciales, se concluye que la inversión en infraestructura pública no alcanzó el efecto derrame sobre la economía local.
La presente investigación analizó la utilización de recursos en el sistema de salud ecuatoriano, cuya escasez exige que su provisión se realice de manera que, además de garantizar su eficacia terapéutica, aseguren su uso eficiente, permitiendo alcanzar la ansiada cobertura universal. El objetivo fue conocer y examinar la Eficiencia Técnica en el sistema de salud del Ecuador durante el año 2018, aplicando el Análisis Envolvente de Datos; para ello, se consideró como DMU a los sectores de salud público y privado y a las 24 provincias del país; como inputs al personal médico y administrativo, las camas disponibles y los ambientes; como outputs a los egresos, consultas, intervenciones quirúrgicas y atención de urgencias. Los datos utilizados fueron de las encuestas RAS y ECEH del INEC para el 2018, encontrándose que el nivel de Eficiencia Técnicas en las dependencias del Ministerio de Defensa es el 84%, en las instituciones con fines de lucro el 65%, en las sin fines de lucro el 75%; a nivel provincial, Loja alcanza el 85% y Cotopaxi el 94%; por lo que la reducción necesaria de inputs, para este caso camas, de acuerdo a su output, debería ser del 35% para las instituciones con fines de lucro, del 25% para aquellas sin fines de lucro, y del 16% en el Ministerio de Defensa. En lo que respecta a las provincias, Loja y Cotopaxi, deberían reducir el personal médico y administrativo, las camas disponibles y los ambientes en el 15% y 6% respectivamente. Abstract This article analyzes the use of resources in the Ecuadorian health system, the scarcity of which requires their provision to be carried out in such a way that, in addition to guaranteeing their therapeutic efficacy, they ensure their efficient use, allowing the desired universal coverage to be achieved; The objective is to know and examine the Technical Efficiency in the Ecuadorian health system during the year 2018, applying the Data Envelopment Analysis, for this the public and private health sectors and the 24 provinces of the country were considered as DMU; as inputs to medical and administrative personnel, available beds and environments; as outputs to discharges, consultations, surgical interventions and emergency care. El manejo de la Política Económica pretende brindar estabilidad a las variables que influyen en el nivel de precios y ocupación de cualquier país. Este estudio se propuso analizar y brindar evidencia empírica de los efectos dinámicos de las políticas monetarias y fiscales en el crecimiento de la economía medido por el PIB per cápita. Se aplicó la metodología del modelo de Paneles de Vectores Autorregresivos (PVAR) a 33 observaciones anuales (1985-2017) para países desarrollados - Brasil, Argentina, EE.UU. y Chile - y países en desarrollo - Ecuador, Perú, Venezuela y Bolivia - del continente americano en base al IDH 2017, con datos del Banco Mundial. Los resultados muestran que, en los países desarrollados, la política monetaria es efectiva porque una tasa de interés más baja induce incentivos para la inversión; mientras que, en los países en desarrollo, la política fiscal es relativamente eficaz puesto que tiende a ser contra cíclica, además de la posibilidad de que el sector privado puede especular sobre la economía futura. AbstractThe management of the Economic Policy aims to provide stability to the variables that influence the level of prices and occupation of any country. This study set out to analyze and provide empirical evidence of the dynamic effects of monetary and fiscal policies on the growth of the economy as measured by GDP per capita. The methodology of the Autoregressive Vector Panels (PVAR) model was applied to 33 annual observations (1985-2017) for developed countries - Brazil, Argentina, USA and Chile - and developing countries - Ecuador, Peru, Venezuela and Bolivia. - from the American continent based on the 2017 HDI, obtained from the World Bank’s open database. The results show that, in developed countries, monetary policy is effective because a lower interest rate induces incentives for investment; while, in developing countries, fiscal policy is relatively effective since it tends to be countercyclical, in addition to the possibility that the private sector can speculate on the future economy.Key words: Fiscal Policy, Monetary Policy, Economic Stabilization, American Continent, Macroeconomics, PVAR Model.
