Este artigo se insere em uma lacuna dentro de um objeto bastante discutido, além de oferecer uma perspectiva que pode auxiliar a compreensão da política externa brasileira e fundamentar futuras pesquisas. O objetivo é analisar a política externa do governo Lula para a região da América Central e do Caribe. Propõe-se que a atuação brasileira se deu em três frentes: social-humanitária, econômica e político-estratégica. O trabalho foi desenvolvido a partir do conteúdo das Resenhas de Política Exterior do Brasil e de pesquisa da bibliografia brasileira existente sobre a política externa do período. Conclui-se que a região ganhou importância, sem, no entanto, alterar sua condição como eixo secundário da política externa, permanecendo em posição subordinada a outras regiões e objetivos.
Nos anos recentes verifica-se crescente difusão do conceito necropolítica, do historiador camaronês Achille Mbembe, nos círculos acadêmicos e mesmo na mídia hegemônica. Diante da ausência de crítica ao termo, o objetivo do artigo é realizar uma crítica inicial acerca de sua pertinência. Para tanto, o conceito necropolítica, conforme apresentado no livro homônimo, é examinado através da lente marxista. Efetua-se, em um primeiro momento, uma crítica do conceito em relação à biopolítica, sua base teórica, e em relação ao potencial explicativo dos fenômenos que o termo propõe discutir. Em um segundo momento, o diálogo estabelecido por Mbembe com Marx é contestado com recurso ao autor alemão e à tradição marxista que se segue.
Resumo: Este artigo tem por objetivo analisar o ataque surpresa empregado pelo Egito, sobre Israel, na Guerra do Yom Kippur (1973). Para tanto, partiu-se das contribuições de Handel ( 2003) e Dunstan (2003, 2009) como pilares fundamentais à análise proposta dos usos e funcionamento de ataques surpresa, e da formação militar de Israel e do Egito em duas épocas distintas, respectivamente: a Guerra de 1967 e a Guerra de 1973. A metodologia empregada foi a de estudo de casos comparados para que se pudesse testar a hipótese levantada. Conclui-se que, ao se valer de uma evolução em termos tecnológicos e militares, o Egito foi capaz de empregar um ataque surpresa contra Israel de forma relativamente satisfatória.
Na década de 1970, a necessidade de circular o capital ocioso motivou ondas de empréstimos em massa para regiões acostumadas à escassez de crédito, como a América Latina, tendo como consequência o endividamento do subcontinente em moeda estrangeira e a “crise da dívida”. No entanto, questiona-se que parte da dívida seja ilegal ou ilegítima, representando um mecanismo de transferência de renda das sociedades para o rentismo internacional. Diante deste cenário, o presente trabalho visa preencher lacunas existentes na temática da dívida pública. Inexistem, ao alcance dos esforços aqui empreendidos, pesquisas que trabalhem o assunto de forma comparada a partir de uma perspectiva internacional. Nesse sentido, tem-se por objetivo analisar comparativamente as posições de Brasil e Equador em relação ao pagamento de suas dívidas públicas no presente século. Para tanto, a pesquisa se utiliza de uma análise histórico-comparativa. Os resultados preliminares sugerem que a auditoria equatoriana possibilitou avanços sociais de caráter duradouro; enquanto no Brasil a opção pela continuidade no pagamento da dívida restringiu os caminhos disponíveis. Observa-se, assim, que embora de caráter predominantemente financeiro, a questão da dívida pública toca também em aspectos econômicos, políticos e sociais e é um dos elementos constritores do desenvolvimento e projeção dos países da América Latina.
