A metodologia proposta por Salgado Junior e Novi (2014), que integra abordagens quali-quantitativa para se estudar a eficiência escolar, foi adaptada e aplicada neste estudo, com o objetivo de identificar e analisar melhores práticas desenvolvidas em escolas públicas municipais do ensino fundamental do estado de São Paulo e seus impactos no desempenho dos alunos no Índice de Desenvolvimento da Educação Básica (IDEB). A técnica da Análise Envoltória de Dados (DEA) foi empregada para classificar municípios e suas respectivas escolas públicas municipais de ensino fundamental eficientes em relação aos inputs e outputs. Os resultados evidenciaram 25 práticas que podem ter contribuído para se estabelecer relações positivas entre o aluno e os conteúdos escolares e, no processo decisório sobre recursos, houve integração entre as Secretarias Municipais da Educação, diretores e professores.
