La concentración y crecimiento urbano en la ciudad de Cuernavaca en Morelos, México, aunado a la construcción social del riesgo y los desastres, dan como resultado costosos riesgos los cuales ponen en jaque a los tres niveles de gobierno (federal, estatal y municipal). La concurrencia gubernamental, en la era de la “cuarta transformación” (4T), implica además la ausencia de claridad en la forma de atender las demandas de un crecimiento urbano desmedido y en un sistema ecológico cada vez más perturbado por los riesgos antropogénicos e hidrometeorológicos. Con base en lo anterior, surge la pregunta: ¿Cómo la construcción social del riesgo puede ser atendida en momentos de inviabilidad financiera y, a su vez, minimizar los desastres en la ciudad de Cuernavaca, Morelos? Esta investigación analiza la Construcción Social del Riesgo (CSR) como componente de la Gestión Integral del Riesgo de Desastre (GIRD) y su relación intrínseca con las barrancas urbanas en Cuernavaca, Morelos. Finalmente, se observó que la falta de regulación de las barrancas urbanas ha provocado la fragmentación de la ciudad, propiciando la ocupación irregular y la degradación del ecosistema.
The purpose of this paper is to present a diagnosis of vulnerability and risk in precarious settlements located in Ciudad del Carmen, Campeche. The methodology used is an analysis of the studied zones, based on physical-environmental determinants of at-risk human settlements. These are: social, economic and physical vulnerability of housing, the various risks and threats they face (such as flooding, sea erosion, hurricanes, pollution), as well as the factors involved in their resilience and adaptation. The diagnostic methodology involved the integration of systemic territorial and social analysis, to illustrate the operating and functional characteristics of the territory's socio-spatial dynamics, in order to explain multivariate phenomena through time and space. This methodological process is applied in an effort to define and question the factors that affect how the system functions, recognizing in all of this the contextual influence of location, city, region and climate. What is interesting about this study is precisely the variability of the humid tropical climate surrounding the irregular, precarious settlements examined in this study.
Esta obra presenta una colección de estudios sobre fragmentación y segregación urbana que parten de una revisión conceptual y buscan identificar variables para medir sus causas y efectos. La obra aporta, en particular, al conocimiento de regiones comúnmente desatendidas, como las ciudades intermedias en México y Latinoamérica, mostrando, en su curso, la complejidad del fenómeno.
