This document presents a characterization of the meteorological phenomena of El Niño and La Niña, and a description of their main effects on pollution in Colombia. These climatic episodes have been presented for centuries in the national territory, generating changes in the level of temperatures and rainfall in most of the Colombian territory, without having historically had a regular pattern of occurrence and intensity. During the occurrence of El Niño, the negative effect on the agricultural sector is highlighted, which strongly impacts the prices of the food basket and, to a lesser extent, annual inflation to the consumer. Despite the non-systematic occurrence of these climatic events, food inflation, consumer inflation and the relative price of food that lead bullish behavior during the occurrence of El Niño. During La Niña there is a loss of consumer prices. The relative price of food shows reductions at the conclusion of either phenomenon.
ResumenEste documento analiza varios aspectos del ajuste y comportamiento microeconómico de los precios en Colombia, usando información de un Hipermercado de Bogotá para el período 1989 a comienzos de 1999. El análisis muestra que en un ambiente de inflación promedio superior al 20% el precio de un artículo típico permaneció inalterado en promedio durante 130 días. La alta proporción de artículos para los cuales sus precios no se ajustan con alta frecuencia es evidencia favorable de la importancia de los "costos de menú" en la decisión de reajustar un precio. Adicionalmente, se encontró que en el período de mayor inflación (1989)(1990)(1991), la duración del precio típico es menor, así como el tamaño del reajuste promedio medido a través de la banda (S,s). A pesar del ambiente inflacionario y de la aparente extensa duración del precio típico, no se encontró evidencia de inflexibilidad a la baja de los precios nominales. Igualmente, se encontró una asociación positiva entre inflación y variabilidad de precios, similar a la que se ha detectado en otros países.Se agradece los valiosos comentarios de José Darío Uribe y la desinteresada colaboración de Julio Solorzano en el procesamiento de la información. ResumenLa pérdida de importancia económica de la caficultura en Colombia, tanto en el contexto nacional como en el internacional, se explica, principalmente, por la caída dramática de su productividad; el consiguiente empobrecimiento de los caficultores, así como por el envejecimiento de estos y de los cafetos; la lentitud de los procesos de adopción de nuevas tecnologías y variedades resistentes a las plagas, en especial la roya; y la baja fertilización, entre otros factores. Ejercicios econométricos sugieren que la actividad cafetera, vía consumo, impacta más el crecimiento económico que la industria minera, con la ventaja adicional de que la caficultura emplea grandes porciones de la población y dinamiza la malla productiva de las regiones, siendo un instrumento ideal para sacar a grandes poblaciones rurales de la pobreza. También, se señala que la institucionalidad colombiana ha desaprovechado el actual esquema de libre comercio del grano para recuperar la productividad y las exportaciones. Finalmente, se elaboran recomendaciones, en relación con el cultivo, la comercialización y las instituciones del sector, para fortalecer su capacidad de enfrentar futuros choques de precios y contribuir a atenuar sus efectos sobre la economía.
ResumenEn este trabajo se estima el sesgo total del Índice de Precios al Consumidor en Colombia con base en la metodología propuesta por Hamilton (2001). El ejercicio se fundamenta en la estimación de una ecuación de demanda por alimentos para el período 1984/85 a 1994/95 con la información de la Encuesta de Ingresos y Gastos de esos años. Se llega a la conclusión de que el sesgo total de este índice osciló entre un 1.63 y un 1.69 puntos porcentuales promedio por año en este período. Hamilton (2001). The calculation, developed for the years 1984/85 to 1994/95, is based on the estimation of a demand curve for food. The Income and Expenditure surveys available for those years are used for this purpose. It is concluded CPI bias fluctuated from 1.63 and 1.69 percent points per year.
