Specificity of modern social processes determines close attention of the global scientific community to socio-demographic processes in the Arctic. The article examines systemic and recent social and de-mographic processes in the Russian Arctic, determined both by the immanent specifics of the Arctic (generating active migration processes, the phenomenon of city-forming enterprises, etc.) and by the all-Russian social reforms (in particular, the pension reform). The methodological peculiarity of the article is to present socio-demographic processes through the analysis of quantitative indicators, as well as through the reflection in the consciousness of the Arctic population (highlighting workers of city-forming enterprises) of modern factors of influence that determine their attitude to residence and work in the Arctic. The analysis of the results of settlement processes in the Arctic regions has been carried out, indicating an unstable stabilization of the population situation in the Nenets, Chukotka and Yamalo-Nenets okrugs, provided by various factors; it revealed the preservation of the negative trend of population decline in the Murmansk Oblast. Statistical analysis and surveys have revealed socio-demographic problems caused by the pension reform, which can aggravate the problem of the outflow of working-age population from the Arctic territories. It was found out that the reaction of city-forming enterprise employees differs from the "all-Arctic" reaction of the population on the grounds confirming the stabilizing role of city-forming enterprises in socio-demographic processes in the Arctic.

The implementation of investment projects in the regions of the Russian Arctic requires appropriate staffing, which,in conditions of negative migration dynamics, becomes one of the key risks for them. Today, shift method is a fait accompli, which is ambiguously viewed and requires a separate careful study to enhance its positive effects and offset possible negative consequences, including achieving strategic indicators for the development of the regions of the Russian Arctic. Thus, the purpose of this study is to determine the possibilities and conditions of shift method management for the transformation of migration processes in the regions of the Russian Arctic. The scientific novelty of the study lies in the development of an approach to shift method management, which is able to change the prevailing negative migration trends in the regions of the Russian Arctic associated with population outflow. Shift method is considered as a possible reserve, which, with appropriate management,is able to change the prevailing negative demographic trends in the regions of the Russian Arctic. For this purpose, as a research method we chose written survey of employees working in shifts at one of the large Arctic enterprises. It was confirmed that the shift method can be a reserve for the transformation of migration processes in the regions of the Russian Arctic. At the same time, it is necessary to change the approach to it as an object of management, clarify its types and build a consistent policy of transition from one type to another based on the specific peculiarities of migration motivation. Detailed policy of the transition and development of certain measures, order of their implementation and formation of an integrated management mechanism that takes into account the state and the employer, will be a promising direction for further research.
The importance of implementing the concept of integrated processing of mineral resources is understood by both the state and the scientific and business communities. However, the practical implementation of the concept has not yet been properly reflected in economic activity, which is determined by a number of factors, one of which is the lack of elaboration of the issue of business models and mechanisms for their implementation in modern conditions of economic development. The economic system today is characterized by many different forms and types of manifestation of entrepreneurial activity by economic entities. Determining the optimal, balanced interaction of all economic agents of the system, providing a solution to the problem of complex processing of mineral resources, is considered in this article from the point of view of analyzing the possibilities of implementing business models corresponding to the specifics of entrepreneurial activity in the regional economic system based on an algorithm developed during previous studies, on the one hand, and existing technologies for processing mineral raw materials on the other. As an example for the analysis, the Khibinsky deposit of apatite-nepheline ores of the Murmansk region was selected, which in distinguished by a variety of valuable components and a complex material composition. The result of the work was the clarification of the proposed concepts of business activity management in the Murmansk region in the form of a description of possible business models for building a mining and processing complex; the development of a mechanism for its operation based on a network interaction agreement, as a new format of contractual relations in the mining and chemical industry, which differs from standard civil contracts; and an assessment of the prospects for the implementation of such production, ensuring the complexity of the use of raw materials when involved in processing, in addition to apatite, nepheline, sphene and titanium-magnetic concentrates.
