The paper is devoted to solving the fundamental problem of the countries which Arctic territories are rich in natural resources. This is a contradiction between the necessity of forming an innovative, digital model of the economy and the reality of the extractive economy. The aim of the research is to assess the competitiveness of circumpolar countries in the digital environment. The authors have revealed several deterrents holding back development of projects in circumpolar countries that are not related to the extraction and primary processing of natural resources; assessed the subjective prerequisites for using a digital product to solve the production and infrastructure problems of the circumpolar countries; compared circumpolar coun tries in terms of number of student-one of the factors of competitiveness in the digital environment; rated the circumpolar countries in terms of competitiveness in the digital environment.

At present in Russia there is no unified generally accepted concept for assessing the results of sustainable development of industrial regions. In the paper, based on a review of Russian and foreign research, the authors have made an attempt to generalize modern concepts, and also present their vision of assessing the results of industrial regions sustainable development. The urgency of the research is due to the need for the practical implementation of the sustainable development concept. The authors see the essence of sustainable development of industrial regions in an organization of current activities and meeting the needs of modern residents of the region, which would not harm natural environment. It has been noted that large industrial plants, evaluating the results of sustainable development, are beginning to use foreign methods. As the influence of large enterprises forming an industrial cluster in the region on the economy, society and natural environment is great, the authors consider it expedient to use their developments in the field of assessing the results of sustainable development. To assess the results of sustainable development of industrial regions, it has been proposed to use 33 indicators of GRI Standards which include economic, environmental and social “thematic standards”.

The article examines the influence of the crisis caused by the Covid-19 on the economies of the Russian Arctic regions. In it, the authors demonstrate that even within one country, different economic conditions of the territories give rise to different forces and different characteristics of the manifestation of crisis phenomena, identifying the specifics of their manifestations in the regions of the Russian Arctic in comparison with the overall Russian situation, based on the analysis of statistical indicators. The approach of a comparative assessment of the impact of the crisis on the regions of the Russian Arctic used in the article gives visual and easily interpreted results. This analysis of the dynamics of indicators that characterize the situation in the labor market, in industrial production and retail trade in Russia as a whole and in the regions of the Russian Arctic indicated that the economy of the regions of the Russian Arctic demonstrates a specific reaction to the crisis caused by the Covid-19.
