This study aims to solve the Building Management Information System service problem by the Guard Bureaucrats in issuing Building Permits and Building operability Certificates, which emphasize digital and integrated services with OSS.The implementation of SIMBG after PP 16 of 2021 regarding buildings brings the problem of frontline services that are not yet ready. The limited capacity and resources of DPMPTSP that issue permits and Technical Offices that recommend PBG and SLF technicalities need to improve coordination and be prepared, and many District/City Governments have not drafted regional regulations on PBG levies.The research method uses descriptive qualitative. Collecting data through in-depth interviews and secondary data. . Data analysis uses data analysis techniques of data reduction, data presentation, and conclusion. This research resulted in a strategy to improve the performance of the front-line bureaucrats in SIMBG services by increasing limited institutional resources and capacity.
Perizinan Bangunan Gedung sebelum dibangun adalah Persetujuan Bangunan Gedung (PBG) dan sebelum dimanfaatkan adalah Sertifikat laik fungsi (SLF). Dalam proses perizinan bangunan Gedung melalui Sistem informasi Manajemen Bangunan Gedung (SIMBG) yang berbasis WEB agar prosesnya berjalan cepat, transparan serta terintegrasi dengan perizinan lainnya. Penelitian ini bertujuan untuk nebgetahui dan menganalisis implementasi SIMBG dalam proses perizinan PBG dan SLF di Kota Madiun dan Kabupaten Gresik Propinsi Jawa Timur. Penelitian ini mengunakan metode kualitatif deskriptif dengan pendekatan studi kasus dengan informan dari Penentu kebijakan penyelenggara perizinan yaitu Dinas Penanaman Modal dan Perizinan Satu Pintu (DPMPTSP) dan Dinas Teknis Bangunan Gedung. Pengumpulan data melalui wawancara mendalam, Forum Group Discusion (FGD) dan data sekunder melalui textbook, jurnal, masmedia, website. Analisis data melalui pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Penelitian menghasilkan pelaksanaan SIMBG yang dilakukan oleh Pemerintah Kota Madiun dan kabupaten Gresik adalah pelayanan system hybrid yaitu pelayanan secara online dan offline dengan mendampingi masyarakat untuk memenuhi syarat gambar teknis. Membuka pelayanan klinik SIMBG bagi masyarakat yang kurang menguasai teknologi informasi digital dan peningkatan kapasitas organisasi dengan meningkatkan SDM, Struktur Birokrasi, komunikasi dan koordinasi serta disposisi dalam menyelesaikan permohonan perizinan bangunan Gedung.
For the Regency/City General Election Commission (KPU) that does not hold the 2020 Regional Head General Election (Pilkada), the annual budget is only sufficient for operational and personnel expenditure. The lack of operational budget led the KPU leadership to look for ways to make operational activities run with innovation and using the minimum budget or without the budget. This study aims to determine how programs and activities can run with minimal or no budget with innovation and motivation from leaders and staff. This research method uses qualitative methods with primary data collection techniques through in-depth interviews and secondary data through literature studies. The results showed that programs and activities could run with minimal or no budgets accompanied by strong motivation from the leadership and staff. The conclusion of this research is that programs and activities can run along with strong innovation and motivation.
The current condition of the COVID-19 pandemic has made government offices implement work from home this has resulted in a large number of official archives, , especially the letter of responsibility (SPJ) for official travel and the letters that come in every day make the archives pile up and also the archives that do not fit to accommodate the archives, the implementation of activities that are hampered because the disposition letter of the leadership has not been dropped and the use of Simaya's correspondence application by The leadership of the DPRD and the DPRD Secretariat who have not been integrated into accelerating the disposition of program implementation policies. This makes SKPD leaders need a strategy to reduce the archives that keep coming and integrate programs and activities. One of the strategies is to digitize archives. This study uses a qualitative method by conducting interviews with related actors, namely archivist functional officers and structural officials as well as secondary data staff. The results of the study show that innovation and archive management, one of which is archive digitization, can reduce the place to accommodate archives, work faster in data access, and can support improving the performance of the Probolinggo City DPRD.
As one of the requirements for the management of Building Approval (PBG), the City Plan Description (KRK) must be fulfilled by article 19 PP 16 of 2021 concerning Building Buildings. So far, the City Plan That contains the designation and intensity of the building is based on the Detailed Plan of Urban Spatial Planning (RDTRK) or the Building and Environmental Planning Plan (RTBL). The public is still many who do not know about the City Spatial Plan because it has not been socialized by RDTRK and RTBL and is still limited through the Regency / City Government website. Spatial Planning products have not been digitally packaged through the WEB and Android applications. The purpose of this research is to analyze the readiness of organizational capacity and resources (HR, infrastructure, e-KRK and budget) in preparing e-KRK based on the Digital Spatial Plan and cultural readiness of the community in information technology for e-KRK licensing. This research uses the Qualitative Descriptive method. Primary data collection through in-depth interviews with staff who handle SKRK in districts/cities that have implemented KRK and secondary data through websites, media mas, journals, and others. Data analysis by performing data reduction steps, presentation, and conclusion or verification. The results of this study are expected to increase KRK service performance with the provision of electronic KRK (e-KRK) based on RDTRK and RTBL digital by Government Regulation 16 of 2021 concerning Building Buildings and Government Regulation 21 of 2021 on Spatial Planning. Resources (HR, infrastructure e KRK, organizational culture and budget) are available, and the culture of people who have received information technology permits.Keywords city plan certificate (SKRK); digital urban spatial plan (RTRK); improvement; performance electronic services.
