Original scientific paper Strategic planning which focuses on transport is based fundamentally on adjusting to changes in the operational environment. Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis is a commonly used tool for analyzing both the internal and external environments in order to attain a systematic approach and support for a decision-making situation. In this study, we show how some weaknesses of SWOT analysis can be avoided and how it can be elaborated upon in order to provide a more comprehensive decision support. The research was based on expert interviews, which were structured according to the principles of value-focused thinking and SWOT analysis. FA'WOT is a hybrid method combining the well known SWOT analysis and the Fuzzy Analytic Hierarchy Process (FAHP). This paper presents modification of the Saaty-s scale, in which fuzzy numbers have been used for determining weight values of criteria and alternatives. Unlike the papers describing the procedure of fuzzification of the AHP/ANP method, the method described here takes into account the level of uncertainty of the decision maker. After application of the AHP/ANP method in this way, the values of the functions criteria for each considered alternative are obtained. Certain values of the level of certainty are corresponding to the obtained values of the functions criteria. It is possible to generate various sets of the values of criterion functions. Using this procedure it is possible to identify and rank the factors affecting the functioning of a system. FAHP's connection to SWOT yields analytically determined priorities for the factors included in SWOT analysis and makes them commensurable. The aim in applying the hybrid method is to improve the quantitative information basis of strategic planning processes. The hybrid FA'WOT model is used in determining the development strategy for integrated transport in the Lafarge Beocin cement plant.

Razvoj integriranog transportnog sustava u distributivnim centrima: FA'WOT modelIzvorni znanstveni članak Strateško planiranje usmjereno ka transportu zasniva se u osnovi na prilagođavanju promjenama u operativnom okruženju. Analiza prednosti, slabosti, mogućnosti i opasnosti (SWOT) najčešće je rabljen alat za analizu i unutarnje i vanjske sredine, kako bi se postigao sustavni pristup i podrška pri donošenju odluka. U ovom istraživanju pokazujemo kako se neke slabosti SWOT analize mogu izbjeći i kako se ona može razraditi da bi se osigurala sveobuhvatnija podrška odlučivanju. Fire risk management starts with an assessment of the most flammable places. In this paper, identification, classification and mapping of forest fire risk is completed with an aim of reducing the ratio and ecological damage caused by the fire. Suggested model is based on the combination of Geographical Information Systems and multi-criteria decision analysis using Analytic Hierarchy Process for mapping and assessment of forest fire risk in the area of Municipality Nevesinje, Bosnia and Herzegovina. The process was developed with an aid of 8 criteria grouped in four clusters. The weights are determined using AHP. Final map of forest fire risk is classified in 5 categories, from very low to very high risk, and indicates that 13.2% of Municipality area is in very high forest fire risk zone. The proposed method and the results of this study can be used for a policy of sustainable development at all levels of government.
Sažetak:U radu je prikazano pozicioniranje i orijentisanje višecevnog raketnog sistema korišćenjem GPS prijemnika i određivanje rastojanja od lansera do cilja upotrebom geografskih koordinata. Koordinate koje se koriste za zadavanje pozicije cilja su geografske ili UTM, a dobijene su sa elektronske karte terena.
In the assessment of Serbia’s security within the Balkan geopolitical node, it is important to analyze the position of foreign political centers of power and their geopolitical partners in the region, as well as the relations with other geopolitical nodes (Caucasus, Middle East) or key zones (Bosphorus, Dardanelles, Suez). Usually, power centers such as the US, NATO, EU, Russia and others demonstrate their inclination to protect the interests of a particular ethnic group, religious inclination, or state. The relations between Eurasia (Russia) and Orthodox Serbia, as well as between Mitteleurope (Germany, Austria) and Catholic Croatia can serve as examples from history. From the specific European, Eurasian and global centers of geopolitical power, the Balkans are viewed in terms of a very specific geopolitical interest.In such a sensitive environment, the Republic of Serbia seeks to find a balanced relationship both with the great powers and with the states and peoples in the immediate environment. Balancing military neutrality, threading the path to European integration, and turning to Russia and Eurasian allies, all raise a number of issues in the area of security and stable political positioning on the contemporary world stage.
Every year, floods cause great damage in the Republic of Serbia. The lack of solutions for flood riskmanagement and prevention during their escalation causes great financial deficit. One of thesolutions for achieving stability in this sphere is creating a map of flood threats and risk accordingto the European Flood Directive. The task of the IPA2014 action is the creation of those maps usingthe latest technology in laser scanning of terrain, or LiDAR sensors. Scanning the terrain from airusing the aforementioned technology gathers data which by later processing results in very precisedigital models of terrain which are used as the foundation for mapmaking.
