The sustainable development is a main goal of Calabria Region that has promoted a lot of activities to contrast climate change in line with international, European and national targets. In the field of city logistics, the Region can operate only through moral and financial support; a technical and administrative process has been developed including the definition of planning, programming and implementation processes on a regional scale. The realization of city logistics in the Calabria urban centers was planned starting from the Regional Transport Plan (RTP) in 2016, programmed through the Implementation Program in 2017, implemented by a first Call published in the 2018 and a second Call in 2019. The city logistics process has been supported by a structured public engagement through training activities according to the National Coordination Center for Public Engagement (NCCPE) and the Evaluation Program and United States National Security Exercise (HSEEP), adequately specified. Calabria Region policy is oriented to achieve a process of participation and sharing of choices raising the levels of knowledge on the urban freight transport and the sustainability development of cities. The objective is to create an urban logistics with zero CO2 emissions by 2030 according to sustainability targets set at international, European, national level.
Urban transport has negative impacts on sustainability development in environmental, economic and social terms. The freight flows must be organized in such a way as to achieve sustainable development objectives through measures generating benefits and reducing costs on different levels of the supply chain. To promote sustainable urban logistics it is necessary to analyze the city development collecting the main data on the stakeholders behavior and planning actions for virtuous behavior to provide the best practices. The paper will focus on the rules about city logistics, considering the framework of the international and national goals to identify the way of transmission from one level to another. The rules processed at different territorial levels will show the absence of a well-defined link between one level and another and the voluntary choice of each administrative level to agree, or not, to the sustainable development process. The case of Calabria will be described. Calabria, achieving goals derived from the UN, the EU and by the Italian State, through planning tools, such as the Regional Transportation Plan (RTP) and the Economy and Finance Document of Calabria Region 2019-2021 (EFD), is an exemplary case of best practices. It is promoting and driving city logistics rules for implementation of sustainable development.
Sustainable development is the main goal set at international, European and Italian level. Calabria Region has addressed the programming activities on the sustainable development articulated in its main components: environmental, economic and social. The program of school buildings implemented by Calabria Region has introduced the obligation of environmental sustainability and seismic certification for all public buildings or financed with public funds, giving a strong acceleration to the process of Calabria building sector in the direction of greater sustainability. This paper presents the case of the school building to underline the strong action made by the Region which consisted of: interventions of seismic adjustment only; unification of all spending programs that guarantee zero bureaucracy and maximum transparency; increase of knowledge through the construction of a database from which to find all the useful information relating to the interventions. In the paper is presented the logical framework approach (LFA) to design a viable path to sustainable development of the school model where, starting from financial resources (input), realizes quality schools (output) in order to pursue sustainable development (goal). The creation of quality schools implies impacts (outcomes) that can be positive or negative. The paper allows to analyze the quality impacts of the school program.
The paper focuses on the receiving area of a logistics platform operating in the agri-food sector. The main aim of this work is to propose a "what to" approach for the resolution of problems related to the vehicles and goods receiving. The approach is based on a dynamic, stochastic, discrete-event micro-simulation model, which was properly specified and calibrated. The work proposes the formulation of the mathematical model defining the receiving activities in the logistics platform. The aim of the objective function is to minimize the average trucks turnaround in accordance with constraints allowing to establish the optimal entry sequence of the inbound trucks. The problem formulation considers the introduction of ITS to support the receiving activities management.
The traffic around the schools is one of the worst events for sustainability. The effects are heavy for pollution, for safety deriving from multiplied walk-car cross, for autonomy reduced for student. This paper discusses on Green and Safety School program that realizes Limited Traffic Zones (LTZ) around the schools. Calabria Region has made political and technical decisions oriented towards sustainable development, according to international, European and national targets: by Regional Transportation Plan (RTP), the Region has implemented several ways for realization of the planned measures relative to the urban centres defined by Action 2 Urban areas; by School Plan and program the Region has invested to reduce the vulnerability of school building. The aim of Green and Safety School program is offering a new and never developed field for social, economic and environmental sustainability in urban areas and to propose a strategy for traffic control near schools from basic considerations regarding a problem common of all cities around the world. This program derives from the results obtained with two different previously implemented programs: one relative to the rebuild of school who reduce risk (Scuola Sicura) and another one to the City logistics (leaving from RTP). From an advanced synthesis of these 2 programs born the very new use of LTZ. Green and Safety School is oriented to guarantee green areas and to reduce risk outside school. Even if the program leaves before COVID-19, it assumes significant importance to guarantee social distancing.
