An essential aspect of the country’s economic growth is the transfer of innovation, which is very important nowadays. The innovative projects can be implemented through it at the level of households, companies, institutions, and local communities. The transfer of innovations is intended to cause a cumulative effect and stimulate economic growth. It is important to determine the influence of different factors on this process and consider the feedbacks in the “enterprise-region-state” system, which will increase the level of control over the process. The paper aims to find scientific instruments for managing the multilevel transfer of innovations, representing the connections between factors that act as catalysts/inhibitors of that process. The proposed methodology uses systems analysis, indicative analysis, and cognitive modeling (Fuzzy Cognitive Maps (FCM)). Based on the study results, a cognitive model was formed based on identifying the “strength of impact” of connections between elements that determine the level of influence of the micro- and macro-environment factors of the innovation multilevel transfer. From a practical point of view, this allows obtaining forecasts of its behavior under different management actions. To implement the research results, it is necessary to determine management tools that will allow stakeholders in the system “enterprise-region-state” to make a transfer of innovations most effective. It demonstrates the need for further research in this area and assessing the potential consequences of management decisions for economic growth. Elaboration of steps for the strategic management of environmentally sound business solutions is essential for achieving sustainable development goals in Ukraine. Although strategic directions for decarbonization of the transport sector have already been developed at the national level, effectiveness of sustainable decision-making is closely related to the greening initiative on the local level. The purpose of the paper is to form a framework of greening strategy and sustainable decision-making for transport companies that is based on the necessity to reduce emissions. The research findings are obtained using the systems analysis, SWOT analysis, and cost-benefit method. The paper proves that choosing biogas (methane) as a main transport fuel is a viable and cost-effective initiative and can be used as a financial ground for the company’s strategic formation process that involves both tactical and organizational dimensions. The analysis results also showed threats and opportunities for greening based on switching transport companies to biogas and requiring steps of governmental support in developing biogas station networks. According to the green course, this study also reveals the possibility of establishing strategic management due to an authority delegation map between services and top management of a transport company. The study has made it possible to improve strategic management of a transport company by developing an optimal scheme of interaction between stakeholders and departments in strategic leadership for greening. In advanced economies, the acceleration of scientific and technological progress, the introduction of innovations are connected with the opportunities for developing the knowledge economy, commercialization of technologies and innovation transfer networks. The current stage of scientific and technical progress takes place in conditions of dynamic global competition and at the same time requires cooperation and collaboration. This paper aims to determine the dependence of economic development on indicators characterizing the potential of a country’s knowledge economy and transfer of innovations. The study focuses on finding ways to assess the impact of the potential of the country’s scientific and educational activities on innovative development using the characteristics of the “business-education-science” system in the field of innovation transfer. The methodological research tools are the abstract-logical method and correlation-regression analysis, which allowed establishing relevant links between the indicators of the development of education, science and the economy in the context of the knowledge economy and the transfer of innovations for Ukraine and European countries in the period 2016–2021. It was found that in many countries of the “new” Europe (Bulgaria, Greece, Lithuania, Latvia, Estonia, Slovakia, Slovenia, Cyprus, Malta, Portugal), as well as in Ukraine, the trend of independence of GDP growth from indicators of the development of science and education is maintained. At the same time, the countries of “old” Europe maintain their innovative progress at a high level, investing in science-intensive activities, infrastructure and the R&D sector. The results can be used to improve the efficiency of innovation transfer in Ukraine, for which the paper provides relevant recommendations.
Abstract. The article examines the role of the digital economy as a factor in the economic development of the state. It is established that the impact of the digital economy on the economic development of the state can be assessed based on its impact on macroeconomic indicators. To assess the impact of the digital economy as a factor in Ukraine’s economic development, regression models of the impact of the digital economy on gross domestic product, inflation and the hryvnia exchange rate against the US dollar were built. It is established that the development of IT services in Ukraine has an upward trend, the reliability of which is 96%. It is proved that the correlation between the growth dynamics of the volume of IT services provided in Ukraine and the gross domestic product is 79%. This proves the existence of a connection between the growth of gross domestic product and the development of the digital economy in Ukraine. The inverse influence of the development of the digital economy on the inflation rate in Ukraine is proved. The correlation between them is 67% and is negative, as the development of IT services helps to reduce inflation and maintain price stability. A low level of correlation between the volume of IT services in Ukraine and the dynamics of the hryvnia exchange rate against the US dollar was revealed. This is due to the fact that IT services are consumed by residents and lead to a direct inflow of foreign currency into Ukraine. Testing of the models of the impact of the digital economy represented by IT services on the indicators of Ukraine’s economic development has shown that IT services have a statistically significant impact on the inflation rate. It is established that the low impact of the digital economy on the gross domestic product in Ukraine is due to the small share of the digital economy. It is proved that with the increase of the share of digital economy its influence on the economic development of the state grows. Forecasting the trend values of economic development parameters showed that in the future the volume of IT services in Ukraine will increase, which will help maintain price stability and increase the volume of gross domestic product. Given the export of IT services, the digital economy will have a positive impact on the strengthening of the hryvnia against the US dollar.
