Cet article montre que l’organisation Al Qaïda au Maghreb islamique s’est, selon le schéma d’une organisation complexe, parfaitement inséré dans l’environnement social et économique du Sahel ce qui rend très difficile la possibilité de l’en extraire. En effet, depuis le début des années 2000, les phalanges de l’AQMI ont tissé des liens familiaux avec les tribus locales, se sont impliquées dans les trafics en tout genre de la région leur permettant ainsi de déployer leurs bases arrières dans le nord-Mali. Face à cela, l’Algérie, puissance régionale, avait suivi une stratégie d’endiguement plutôt qu’une intervention afin d’éviter un enlisement, misant sur les acteurs locaux afin d’enrayer la menace AQMI. Aujourd’hui les conséquences de la chute du régime de Kadhafi et l’effondrement du gouvernement malien remettent en cause cette stratégie et nécessite une coopération régionale et internationale accrue afin d’enrayer la montée en puissance de l’AQMI et de ses affiliés.
This article analyses, the complex relationship between Tehran, Beijing and Washington on the Iranian nuclear issue. Indeed, China's policy towards Iran has often been described as ambiguous, in supporting Washington, on the one hand, while protecting Tehran, on the other hand. In this article, we argue that, in fact, Beijing policy vis-a-vis Tehran depends on the state of its relationships with Washington. Indeed, a closer analysis shows that China is using Iran as a bargaining chip with the United States on, among others, two key security issues, i.e., Taiwan and the oil supply. The guarantee of a secured oil supply from the Middle-East in addition to a comprehensive policy of the US with regard to Chinese security interests in Taiwan as well as the use of smart sanctions against Tehran, which would thus take into account, to a certain extent, Beijing economic interests in Iran, are, indeed, the guarantee of Beijing's support to the US policy towards Iran.
En janvier 2007, le GSPC algérien annonçait son allégeance à Al-Qaïda sous le nom d’AQMI. De 2007 à 2009, l’AQMI a multiplié les attentats-suicide et les prises d’otages selon le modus operandi d’Al-Qaïda centrale. En utilisant le modèle des organisations complexes de Richard Scott, nous démontrons, par une analyse comparative des piliers cognitif, normatif et régulatif d’Al-Qaïda avec ceux d’AQMI, que cette dernière a échoué dans sa tentative d’intégrer Al-Qaïda. Ainsi, malgré son nom, l’AQMI reste essentiellement une organisation algérienne, Al-Qaïda ne lui servant que de label.
