ZusammenfassungSoziale Arbeit und soziale Hilfe unterliegen in der modernen Gesellschaft einem Motiv-, einem Stigmatisierungs- und einem Effizienzverdacht. Solange sich die theoretische Reflexion von Sozialarbeit und Sozialhilfe an der Leitdifferenz von Konformität und Devianz orientiert, kann diesen Verdachtsmomenten weder theoretisch noch praktisch begegnet werden. Der Beitrag macht daher den Vorschlag, die bisher nur als „tragic choice“ mitgeführte, also ausgeblendete Option der Nichthilfe mit der Möglichkeit der Hilfe zusammenzusehen und beide Möglichkeiten als die beiden Seiten einer Differenz zu betrachten, die von einem Teilsystem der Gesellschaft eingeführt, durchgesetzt und betreut wird. Anhand der Begriffe Funktion, operationale Geschlossenheit und Codierung wird die Hypothese geprüft, daß sich in der modernen Gesellschaft ein Funktionssystem der Sozialhilfe ausdifferenziert hat, das mittels des Codes von Helfen versus Nichthelfen Defizite kompensiert und in der Gesellschaft und stellvertretend für die Gesellschaft Inklusionsprobleme der Bevölkerung betreut. Wenn sich diese Hypothese aufrechterhalten läßt, gewinnt man daraus Vorteile einer Differenzierung zwischen dem Funktionssystem auf der einen Seite, das die beiden Werte des Codes gleichwertig, also als unentscheidbar, behandelt, und Organisationen auf der anderen Seite, die auf der Ebene der Einführung dritter und vierter Werte Programme testen und anwenden, die entscheidbar machen, wann geholfen und wann nichtgeholfen wird. Die Einführung der Funktionssystemperspektive führt ferner dazu, für alle Arten helfender Intervention eine Systemreferenz anzugeben, die diejenige des intervenierenden Systems selber ist. Der Erfolg der Intervention ist Zufall, und nur deswegen ist das System freigestellt, seine eigenen Operationen autonom zu konditionieren.
This paper presents a sociological and constructivist model of the organization of a firm. It presents five suggestions, and one problem, on which the theory of the firm may be based. These are history, business, culture, management, systems references and context respectively. It goes on to introduce George Spencer Brown’s notion of form as an appropriate device with which to handle the problem. Niklas Luhmann’s theory of social systems is considered to be an important step in developing a theory of differentiation that combines closure with structure, or self-referentiality with coupling, in showing how dependent communication emerges from independent contingency. The model then focuses on the idea of a contingent co-variation of the variables product, technology, organization, economy, society and individuals. It is developed with respect to five levels of re-entry: work, business, corporate culture, communication and philosophy. The idea of the paper is that models of this kind may be able to contribute to an analytical understanding of the synthesis of a firm by enabling an observer, who may be an employee, a manager, an investor, a client, a partner, an analyst or a consultant, to interact selectively with that firm and thereby take part in its reproduction and variation.
With reference to three seminal books on cybernetics, communication theory and the calculus of distinctions, this article discusses some main threads in Niklas Luhmann's sociological systems theoretical thinking. It argues that the systems theory, despite its still lively reputation in some quarters of the humanities, is not technocracy's last attempt to cope with the complexity of modern society. Rather, it is an inquiry into the improbability of communication and into its translation into social structure, or better, into social form.
