O território do Estado Nacional Brasileiro teve como elementos configuradoreso sistema econômico escravista e a exclusão socioespacial da população de africanos e seus descendentes. Neste sentido, a ideologia racista e a discriminação social tornaram-se determinantes no acesso e no direito ao território para produção e reprodução econômica, social, política e cultural por essa população. Este estudo tem como objetivo analisar a integração da população negra ao Estado brasileiro, a ex/apropriação dos territórios étnicos, o contexto geopolítico, a ação do Estado, os Territórios Quilombolas e os Terreiros de Candomblé. Trata-se de uma pesquisa realizada com base em dados secundários, tendo uma abordagem qualitativa, desenvolvida a partir de uma revisão bibliográfica de estudos realizados sobre a formação do Estado Nacional, a afirmação do racismo e o preconceito no cotidiano do Brasil nos séculos XIX e XX, assim como a garantia de direitos coletivos da população negra no século XXI.

Uma reflexão epistemológica e críticaEsse é um diálogo crítico com o objetivo de trazer reflexões quanto aos consensos e concessões, para efetividade da Década Internacional dos Povos Afrodescendentes (2015-2024) da Organização das Nações Unidas (ONU) em relação às políticas e programas educacionais no Estado brasileiro.A criticidade é estabelecida ao serem escolhidas duas obras, que se apresentam no século passado como novas teorias epistemológicas no desenvolvimento do conhecimento em Estados nacionais formados pela colonização do povo, da terra e do território. A primeira é o livro Os condenados da terra, de Frantz Fanon (2005), 1 pela importância da análise que o autor realiza sobreas sociedades resultantes das invasão e colonização dos povos nos continentes africano e americano. Na obra, Fanon (2005) explica como a "grandeza e fraqueza da espontaneidade" é nociva à luta dos colonizados, alertando-os sobre a ideia e ação de lutar pela liberdade plena que deve ser feita mediante o controle e poupança das forças, não as colocando de uma só vez na balança porque o colonialismo não destruiu todas as suas reservas, principalmente, as mais importantes e mais ricas. A guerra é dura e o adversário sempre se defenderá, o embate não ocorrerá nem hoje nem amanhã.Na verdade, ele começou desde o primeiro dia e não terá fim porque não haverá mais adversário, mas, simplesmente, porque este, por muitas razões, verá que é do seu interesse terminar essa luta e reconhecer a soberania do povo colonizado. (FANON, 2005, p. 164) A outra obra é do geógrafo Milton Santos -O espaço do cidadão (2012), 2 autor conhecido pela dedicação em desenvolver a Geografia Humanística, trazendo a ideia e a crítica que precisa ser vista pela sociedade ao conceber o Estado, que deve alcançar cidadãos capazes de ser, atuar e dialogar com a Nação.No livro, Santos (2012) trabalha as questões "da personalidade ativa ao cidadão". Nestas, a liberdade é central para o reconhecimento da ação, alentando que quando isso ocorre, é caracterizada e estabelecida o que chama de "personalidade forte reprimida" externalizando a ausência do cidadão.A cidadania é mais que uma conquista individual. Uma coisa é a conquista de uma personalidade forte capaz de romper preconceitos. Outra coisa é adquirir os instrumentos de realização eficaz dessa liberdade. Sozinhos, ficamos livres, mas não podemos exercitar a liberdade… É assim que nosso campo de luta se alarga e que um maior número de pessoas se avizinham da consciência possível, rompendo as amarras da alienação.
