Inti Sari Artikel ini merupakan hasil penelitian kami tentang refungsionalisasi nilai-nilai budaya Buton dalam mengatasi kerawanan sosial di Kota Baubau, serta strategi memfungsikan kembali nilai-nilai budaya Buton sebagai upaya preventif dalam mengatasi kerawanan sosial. Penelitian ini dilakukan dengan pendekatan kualitatif di Kota Baubau sebagai lokasi utama pemukiman kelompok pewaris nilai luhur Budaya Buton era Kesultanan Buton, namun masih sering terjadi tindakan kekerasan. Teknik pengumpulan data dilakukan dengan pengamatan, dokumentasi, dan wawancara mendalam dengan informan. Analisis data dalam penelitian ini dilakukan secara dengan deskriptif kualitatif. Kekayaan nilai-nilai budaya Buton menunjukkan potensi besar untuk dilakukan fungsionalisasi dalam berkehidupan masyarakat secara harmonis dan kokoh serta dinamis ke depan. Dalam rangka refungsionalisasi tersebut, perlu diperlukan strategi-strategi: pengaktifan peran desa adat, pembentukan dan atau penguatan kelembagaan budaya Buton yang sudah ada sebelumnya, memasukkan nilai-nilai budaya Buton dalam kurikulum pembelajaran di sekolah, memerdakan pemungsian beberapa komponen nilai budaya utama (Perda/Peraturan Daerah), dan kajian mendalam dan berkelanjutan tentang nilai-nilai budaya Buton untuk dijadikan referensi dan rekomendasi pembangunan berkelanjutan di segala bidang kehidupan.
This study describes the history of the Sultanate of Buton as a sovereign country that has cultural capital, namely, its sovereignty as a country. This sovereignty gives the Sultanate of Buton the authority to collect taxes for ships that stop by and pass through the port of Buton, which is in the transit area for ships coming from the west to the east and for those sailing from the east to the west. The research’s goal is to describe how the Sultanate of Buton uses its cultural capital for economic gain. Data were obtained from the historical archives; primary data were obtained from relevant literature. This research is ethnographic research with an anthropological perspective and is presented in a qualitative descriptive manner. The conclusion and novelty of this research concern the fact that, with the existence of cultural capital in the form of an attribute of authority, the Sultanate of Buton issued a tax income rule to ships that stopped at the port of Buton Harbor so that it would become a source of financial income and gain recognition for its government. Thus, we can conclude that the Buton government uses its cultural capital for economic gain.
Diarrhea, typhoid fever and dengue hemorrhagic fever (DHF) are environmentalbased infectious diseases that contribute to the mortality rate of humans. This paper investigates the spatial distribution and the infectious disease epidemic that occurs based on environmental factors. The three primary diseases analyzed were diarrhea, typhoid fever, and dengue hemorrhagic fever. We abstracted data from several sources, including administrative maps, Regional Spatial Planning, BAPPEDA Soppeng Regency, the Central Statistics Agency (BPS), Public Health Centre, RBI Maps, and National DEM. The tool used in this research is a computer equipped with ArcGIS. The analysis documented that the trend of the three primary diseases did not represent a consistent decline in three consecutive years and even increased in certain subdistricts. Spatial data shows that the spread of infectious diseases based on the incidence rate is still dominated at low levels, although medium and high IR categories are also found in several areas in The Soppeng district. This paper proposes information for local government to implement health development planning and programs, particularly preventing and treating infectious diseases in Soppeng District.
Pebula is a Buton's terminology to refer to acts of corruption. The act of pebula can be in the form of fraud or embezzlement of the state budget, bribes, as well as taking advantage of deception by abusing public office, authority, and power. In the social and state system in Buton, there is a wisdom that reflects the spirit of eradicating pebula. This spirit is manifest through several practices in the life of the community and state that functionally reflect prevention and action (law enforcement) of criminal acts pebula. This study was conducted with a qualitative approach using data collection techniques through the manuscript, library research, and in-depth interviews with informants. This article describes how the prevention and enforcement approach to “pebula” is practiced in the society and state life in Buton as an effort to actualize a clean and accountable governance.
