The literature related to the theory of political cycles points to the existence of tax manipulation during election periods both at the aggregate level of public expenditures as in certain types of expenses that can improve the manager's image and positively influence his electoral performance. Based on this observation, this research aimed to evaluate the influence of the composition of public expenditures on the probability of reappointment of political parties in Brazilian municipal elections. More specifically, it sought to verify whether municipalities with a composition of public expenditures on higher and lower rates applied in purposive and non purposive expenses, respectively, have higher chances of reappointment of the mayor's political parties. The composition of public expenditures was evaluated by two points of view: nature and budgetary functions. The sample consisted of 4.025, 4.389 and 4.433 municipalities in the elections of 2004, 2008 and 2012, respectively. The research evaluated the composition of expenditures of the election year and of the period without election effect, characterized by the average of expenditures of the first three years of mandate. The logistic regression technique was used for providing outputs in terms of probability. Evaluating the nature of public expenditures, the evidence revealed that municipalities whose parties were reappointed spent higher percentages of budgetary expenditure on investment (INV) and lower on staff and social charges (PES) and incidental expenses (ODC). The logistic regression models revealed that investments positively influenced the chances of reappointment in three elections. The PES and ODC variables were not simultaneously significant and with negative sign. While ESP variable was significant in 2004 and 2008, the ODC was statistically significant only in 2012. These findings are independent if the period has election effect or not. Evaluating the second classification of public expenditures, there was higher expenditures on finalistic functions and lower in non-purposive functions in groups of municipalities whose parties were reappointed. However, except for agriculture (AGR) function, which had a positive influence on the probability of reappointment in the three periods, the other functions did not show a uniform behavior, with statistical significance only in some periods. The research concluded that, in general, municipalities whose parties were reappointed applied highest percentages of budgetary expenditure in finalistics expenditures, reducing administrative costs. However, not all expenditures influenced the reappointment chances of political parties significantly.
A literatura sobre ciclos político-orçamentários tem se concentrado na identificação de fatores capazes de influenciar a existência e intensidade de tais ciclos. O objetivo dessa pesquisa consistiu em averiguar a influência do ano eleitoral (QAM), da mudança de gestor público (MGE) e do mandato eleitoral (PME) sobre mudanças na composição dos gastos públicos nos estados brasileiros. Para atingir tal objetivo, um índice (IMCGP) que refletisse alterações na composição dos gastos públicos foi criado e utilizado como variável dependente. A amostra foi composta pelos 26 estados brasileiros no período de 2004 a 2015, totalizando 312 observações e compreendendo três ciclos eleitorais. Utilizou-se a técnica de regressão com dados em painel. As evidências revelaram que o ano eleitoral e o primeiro mandato não exercem influência significativa sobre o índice de mudança na composição dos gastos públicos. Já a variável que indica mudança de governador apresentou sinal positivo e significância estatística. A pesquisa concluiu que mudanças de governadores são acompanhadas por maiores alterações na composição dos gastos públicos quando comparada às situações nas quais não há mudança de liderança, ampliando o conhecimento sobre como fatores políticos influenciam a dinâmica dos gastos públicos no Brasil.

Nesse sentido, o objetivo da pesquisa consistiu em averiguar a influência do mandato eleitoral sobre os gastos públicos dos governos estaduais brasileiros. A amostra foi composta pelos 26 estados brasileiros no período de 2003 a 2014, compreendendo três ciclos eleitorais. Utilizou-se como metodologia a técnica de regressão com dados em painel. A pesquisa concluiu que o comportamento oportunista é restrito aos governadores que estão em primeiro mandato e a manipulação é restrita aos investimentos. Percebeu-se uma alteração na composição dos gastos públicos em direção aos investimentos nos períodos eleitorais nos estados cujos governadores estão em primeiro mandato. Essa pesquisa contribuiu com a literatura nacional ao identificar o mandato eleitoral como um fator capaz de influenciar os gastos públicos estaduais nos períodos eleitorais.
ResumoA literatura sobre ciclos político-orçamentários mostra que o contexto institucional e a presença de regras fiscais são fatores condicionantes à presença e magnitude de tais ciclos. Entende-se que limitações impostas aos gestores públicos podem reduzir a margem para manipulações oportunistas. Assim, considerando o IGP uma variável fiscal com limitações legais, objetivo da pesquisa consistiu em analisar a influência de fatores políticos sobre o Índice de Gastos com Pessoal (IGP) definido pela Lei de Responsabilidade Fiscal. Utilizou-se, como fatores políticos, três variáveis, descritas pela literatura, capazes de influenciar variáveis fiscais: o ano eleitoral, a mudança de prefeitos e o mandato eleitoral. A amostra foi composta por 1016 municípios brasileiros no período de 2009 a 2016, compreendendo dois ciclos eleitorais. As evidências revelaram que a variável que indica o ano eleitoral e a variável que indica o primeiro mandato eleitoral exercem influência positiva sobre o índice de gasto com pessoal ao nível de 1% de significância estatística. Já a variável que indica a mudança de prefeito apresentou significância estatística ao nível de 1% com sinal negativo. Ressalta-se que a presença de regras fiscais sobre o IGP representa um fator limitador a manipulações políticas. No entanto, o resultado apresentado mostra indícios consistentes da existência de um comportamento oportunista por parte dos gestores públicos. Neste sentido, a pesquisa conclui que apesar da presença de regras fiscaisespecificamente a Lei Eleitoral e a Lei de Responsabilidade Fiscal -, existe influência dos ciclos político-orçamentários na despesa com pessoal. AbstractThe literature on political-budget cycles shows that the institutional context and the presence of fiscal rules are factors that determine the presence and magnitude of such cycles. It is understood that limitations imposed on public managers can reduce the scope for opportunistic manipulation. Thus, considering the IGP as a fiscal variable with legal limitations, the objective of the research was to analyze the influence of political factors on the Personnel Expenditure Index (PGI) defined by the Fiscal Responsibility Law. As political factors, three variables, described in the literature, capable of influencing fiscal variables were used: the electoral year, the change of mayors and the electoral mandate. The sample was composed of 1016 Brazilian municipalities from 2009 to 2016, comprehending the two electoral cycles. Evidence showed that the variable indicating the electoral year and the variable indicating the first electoral mandate exert a positive influence on the personnel expenditure index at the level of 1% of statistical significance. On the other hand, the variable that indicates the change of mayor presented statistical significance at the level of 1% with a negative sign.
