[eng] The retirements of Europe Alexis Dantec and Florian Pelgrin The subsidiarity principle states that a decision should not be taken at the Community level if it does not better the one taken at the national level. The retirement is one of the most controversial economic and politic issue. One of the causes of difficulties for the pension system is the future ageing of the population. The lags between the European countries in this ageing process could hâve been used for a kind of mutualisation among them, but it seems to be an Utopia in the short term. The reasons given by the Commission for a generalisation of the capitalisation funding for pensions are not convincing. Even if the mobility would increase at a high level, the multilateral treaties of Social Security should be better. The choice for the kind of retirement system, especially the respective weight of capitalisation funding and pay-as-you-go, must remain a national decision. [fre] L'Europe a des systèmes de retraite aussi différenciés que sa géographie : la situation démographique n'est pas le point de convergence souvent mis en évidence ; les parts des dépenses de retraite dans la protection sociale ou dans le PIB sont de grandeurs comparables mais restent disparates et n'évoluent pas dans les mêmes directions ; enfin les sources de financement et le niveau des pensions sont également très variables selon les pays considérés. Le principe de subsidiarité spécifie qu'une action ne doit être lancée au niveau communautaire si elle ne peut être réalisée de manière satisfaisante par les États membres, et peut donc être améliorée au niveau communautaire. En matière de retraite, il ne semble pas que l'Europe gagne, ni même n'arrive à court terme à instaurer des systèmes supranationaux. Au delà d'une utopique répartition entre les pays, la disparité des systèmes rend très difficile une réunion des régimes de base ou complémentaires. Il reste que si l'on considère que chacun des Etats ne réunit pas à assurer de « manière satisfaisante » la viabilité future de son système de retraite, le niveau communautaire pourrait intervenir pour protéger le travailleur européen. Les raisons avancées par la Commission pour qu'une directive instaurant des régimes de capitalisation s'impose à tous les États membres ne sont pas convaincantes. Même si la mobilité venait se développer, les traités multilatéraux de Sécurité sociale pourraient être améliorés. Le choix du système de retraite (entre commutatif pur et distributif pur) et des parts respectives de la protection sociale et des fonds de pension pour couvrir le retraité doivent rester du ressort national.

Forecast for the world economy in 2000 and 2001 Division economie internationale Activity is expected to expand rapidly in many parts of the world economy (4,2 % in 2000 and 3,9 % in 2001), except in Japan where an excess of capacity still impediments growth. Asian emerging economies are growing rapidly again, even if structural problems remain. Activity is expanding in Latin America and in Central and Eastern Europe. Growth is expected to remain buoyant in the US in 2000 before softly decelerating. In the Euro Area output is sustained by low interest rates, slightly expansionary fiscal policies, a weakened Euro and improved corporate profitability. Monetary policies will be tightened to moderate US and European output growth. Oil priees are expected to decline from $30 a barrel in early 2000 to $20 in 2001. This will ease world inflationary pressures. The major threat to world growth remains a collapse of stocks markets. La baisse de l'euro pourrait reposer sur des facteurs plus fondamentaux comme l'internationalisation intense des entreprises européennes. La convergence des taux longs, vers des niveaux de 6 % au début de 2001, marquerait un mouvement d'appréciation de l'euro face au dollar. Les Bourses, en particulier américaines, restent la principale épée de Damoclès de l'économie mondiale : elles ont atteint des niveaux sans précédent, qui aboutissent à des ratios profit/cours boursiers extrêmement bas, surtout pour les valeurs liées aux nouvelles technologies. Le krach semble inévitable, même si sa date est difficilement prévisible. On pourrait craindre que la croissance mondiale soit étouffée par des tensions inflationnistes causées par sa vigueur et sa généralité. Mais les tensions sur les prix du pétrole semblent s'atténuer. Le cours du Brent avoisinerait 23 dollars au deuxième trimestre et 20 dollars en 2001. Au Japon, la reprise de l'investissement public, cumulée une contribution extérieure positive, à la réalisation des commandes de biens d'équipement et au sursaut des salaires permettrait un rebond vigoureux du PIB au premier semestre et une croissance proche de 2% en 2000. [eng] Reduction and flexibility of the working time in Germany Odile Chagny The reduction of the working time has been obtained through different manners between the eighties and the nineties. During the eighties, the reduction of the full time duration coupled with a safeguarding of standard of living was the main objective. Wage offsetting has not been fully implemented. The implementation of flexible working hours remained limited. The disconnection between working hours and the duration of equipment operation has not always been possible. There have been job creations. During the nineties, the protection of employment is considered as more important than stable standard of living. The development of part time work is encouraged. Central and firms agreements have more power to determine the degree of flexibility of the working time. A less constraining legislative framework has made it easier to achieve. [fre] Les modalités de la réduction du temps de travail en Allemagne ont été différentes dans les années quatre-vingt et dans les années quatre-vingt-dix. Dans les années quatre-vingt, l'objectif a été la réduction de la durée du temps plein avec préservation du niveau de vie. Les performances de productivité de l'Allemagne, la flexibilisation de la durée du travail et une utilisation plus intensive du capital étaient censées absorber la réduction du temps de travail.
