Resumo Neste artigo são analisadas as múltiplas dimensões da atuação dos burocratas de nível de rua no contexto brasileiro da implementação de políticas públicas. O objetivo do ensaio é contribuir para uma maior compreensão do tema com uma abordagem analítica expandida. Para tanto, foi realizada uma pesquisa bibliográfica em bases digitais acadêmicas que permitiu identificar e selecionar trabalhos nacionais e internacionais de acordo com critérios metodologicamente definidos. As publicações obtidas foram analisadas e organizadas em razão das seguintes categorias conceituais: discricionariedade, estruturas, ação individual e relações. Da tensão sobre regras e discricionariedade na administração pública, a análise e a interpretação desses textos evidenciaram: a) a necessidade de cotejar, separadamente e em conjunto, três diferentes perspectivas da atuação dos burocratas de nível de rua (a perspectiva estrutural, a de ação individual e a relacional); b) a necessidade de compreender a articulação dessas perspectivas no próprio processo de implementação. Após este trabalho de revisão bibliográfica foram formuladas hipóteses para uma análise expandida da atuação dos burocratas implementadores, traçando-se linhas para pesquisas futuras sobre o tema. Este ensaio contribui para o debate sobre o tema com um construto teórico inédito, que busca integrar as três diferentes perspectivas analíticas apresentadas numa síntese dialética dos conceitos centrais da literatura sobre a implementação de políticas públicas pelos burocratas de nível de rua.
ResumoNas últimas décadas, os estudos de difusão de políticas têm recebido grande atenção, especialmente nos EUA e na Europa. Estas pesquisas identificaram o papel dos fatores internos (características endógenas) e externos (características exógenas) para explicar fenômenos de difusão de inovações políticas. Os eventos de difusão, no entanto, também estão proximamente relacionados à questão temporal haja vista que muitas vezes as adoções ocorrem devido a existência simultânea de fatores em grandes intervalos de tempo. Neste trabalho, propomos explorar a difusão de políticas sociais de saúde no Brasil. O artigo inova ao analisar conjuntamente o papel dos fatores internos e externos usando uma unidade de análise não convencional para o campo de estudos, ou seja, governos locais. Para a análise é importante notar que a Constituição de 1988 reconhece os municípios como jurisdições autônomas, dando-lhes a prerrogativa constitucional para adotar ou não uma política social do governo federal. Que fatores determinam a difusão do Programa Saúde da Família? Para responder essa questão aplicamos a metodologia Event History Analysis utilizando dados para cerca de 5.560 municípios no período 1997-2010. Os resultados demonstram que competição política e ideologia influenciam a difusão horizontal e vertical entre os municípios. Surpreendentemente, eleições municipais também influenciam a emulação da política.PALAVRAS-CHAVE: difusão de políticas; programa saúde da família; governos municipais; competição política; análise de sobrevivência.Fonte: Os autores. The article aims to discuss some crucial elements as regards metropolitan governance in Brazil in the current context. Some elements serve to explain the complexity of metropolitan governance in Brazil, one of which is the proliferated diffusion of metropolitan areas across the country after 1988, something that has not yet been properly explained. Some state governments have formalized metropolitan areas, aggregating few cities in underdeveloped regions without urban density. This has been done without technical criteria or clear political purpose. In addition, today's metropolitan issue requires an analytical treatment different to that used prior to democratization. In the current context, it requires not only the consideration of the federative challenge, but also the puzzle involving the many public policies that underlie the metropolitan space. It is necessary to observe the relevant actors in this 'game', particularly the strong Federal Government. Besides this, it is important to analyze what the Americans call 'marble cake': metropolitan plans and city master plans, urban mobility policy, sanitation policy, solid waste policy and other such imposed on urban areas by Brazilian law.
