Este artigo tem como objetivo compreender a institucionalização e o funcionamento do Conselho de Alimentação Escolar (CAE) enquanto um conselho gestor de política pública no município de Ijuí, localizado no Noroeste do Estado do Rio Grande do Sul (RS), bem como analisar sua atuação e os desafios da gestão. O referencial teórico utilizado foi de conselhos gestores de políticas públicas na perspectiva da gestão social. Trata-se de uma pesquisa exploratória, cuja estratégia de investigação foi o estudo de caso único, com abordagem qualitativa dos dados coletados por meio de pesquisa documental e entrevistas. Os resultados apontam a atuação do CAE em Ijuí/RS como efetiva, apesar dos entraves enfrentados. O principal desafio identificado foi quanto à recomposição de seus membros, processo que está ocorrendo com êxito. Conclui-se que a institucionalização de um CAE ocorre a partir da interação entre os diferentes órgãos que compõem um programa governamental, como no caso do PNAE, e que o seu funcionamento depende da atuação efetiva de todos os atores envolvidos.
O objetivo deste artigo é apresentar uma visão geral dos programas de alimentação escolar na América Latina descrevendo as experiências desenvolvidas na Bolívia e no Brasil. Especificamente pretende-se verificar a existência de um marco legal que regulamenta a presença de agricultores familiares como fornecedores para a alimentação escolar e os principais desafios enfrentados pelos governos destes países para a efetividade destes programas. Quanto ao nível do estudo, este trabalho se constitui em uma pesquisa descritiva, com abordagem qualitativa dos dados coletados por meio de pesquisa bibliográfica e documental. Na Bolívia, em 2014 foi regulamentada nacionalmente a alimentação escolar, cujo objetivo foi universalizar este serviço e incluir agricultores familiares como fornecedores. No caso brasileiro, a alimentação escolar possui mais de cinquenta anos de existência, mas só a partir de 2009 é que foi regulamentada a participação de agricultores familiares como fornecedores para o programa. Constataram-se no caso boliviano dificuldades por parte da organização dos agricultores familiares para fornecer produtos de qualidade. O Brasil também enfrenta desafios em seu programa, pois a compra direta de produtos da agricultura familiar em vários municípios ocorreu sem o devido preparo dos agricultores.
O objetivo deste artigo é compreender a contribuição de programas de inclusão social para a redução da vulnerabilidade social e o incremento de renda da população, com base na análise dos programas Próspera (México) e Grameen Bank (Bangladesh). Trata-se de uma pesquisa exploratória e descritiva, com abordagem qualitativa dos dados coletados por meio de pesquisa bibliográfica e documental. Pela literatura e documentação pesquisadas, foi possível identificar fortes evidências de que tanto o programa de inclusão social Próspera quanto o Grameen Bank têm contribuído para a redução da vulnerabilidade social e o incremento da renda dos beneficiados. Contudo, os seus resultados estão condicionados às questões de contexto e dependem de ações integradas e programas complementares.
