O lazer é um importante componente da qualidade de vida do cidadão. No caso dos portadores de necessidades especiais, possibilita integração comunitária, aumento da auto-estima, como também o desenvolvimento e descoberta de novas potencialidades individuais. Promover a acessibilidade em ambiente construído é proporcionar condições de mobilidade, com autonomia e segurança, constituindo um direito universal resultante de conquistas sociais importantes, que reforçam o conceito de cidadania. Nesta perspectiva, foram avaliadas as condições de conservação e adequação dos espaços de lazer público do município de Barra Mansa, com vistas à atividade turística. Acredita-se que essa seja uma questão prioritária do governo, já que o “Plano Nacional de Turismo 2007-2010: uma viagem na acessibilidade” prioriza a inclusão de minorias sociais. As áreas analisadas em Barra Mansa foram àquelas apontadas no “Inventário da Oferta Turística” como atrativos do município.
O turismo de base comunitária pode ser uma alternativa para o desenvolvimento do turismo na medida em que este promove o empoderamento das comunidades locais nos processos de tomada de decisão. Entretanto, os diferentes interesses dos atores envolvidos apresentam-se como entraves a essa alternativa. O objetivo deste estudo é identificar os elementos de poder dos atores mais poderosos que exercem influência no Parque Nacional Marinho de Fernando de Noronha, a fim de analisar se há condições de desenvolvimento de turismo de base comunitária na ilha, de acordo com o apoio desses atores. Para tanto, foi analisada a distribuição de poder entre os atores levando-se em consideração coerção, incentivos e desincentivos, e informação dominante por meio de entrevistas com oito atores considerados mais poderosos, com interesse em turismo no local. Acredita-se que quando os interesses dos atores mais poderosos são contemplados, o planejamento do turismo pode ser mais efetivo. Nesse contexto, o turismo de base comunitária emerge como uma das alternativas possíveis para um desenvolvimento turístico mais justo para as comunidades locais. Os resultados indicam que há algum apoio ao turismo de base comunitária por parte dos entrevistados, entretanto, o cenário observado é de excessiva valorização do conhecimento técnico, notadamente por ser uma área protegida, o que afasta o residente dos processos de tomada de decisão.
ResumoUsualmente, o planejamento do turismo no Brasil segue a perspectiva normativa em sua execução. Este estudo propõe integrar a perspectiva actor-centered power ao planejamento a fim de elucidar quais são os atores sociais mais poderosos e quais são seus interesses no desenvolvimento turístico. Tal perspectiva é possível por meio da identificação desses atores e de sua relação com a coerção, a informação dominante e incentivos e desincentivos, categorias derivadas das abordagens de poder desenvolvidas por Krott. Para cumprir o objetivo proposto, realizou-se entrevistas mediante a técnica bola de neve. A hipótese de pesquisa é que o planejamento do turismo no Parque Estadual da Ilha Grande (Rio de Janeiro, Brasil) é direcionado pelos interesses dos atores sociais mais poderosos. Os resultados confirmam tal hipótese e demostram que há grande conflito de interesses entre ONGs, governo e administração da Unidade de Conservação. Usually, tourism planning in Brazil follows the normative perspective in its implementation. This study proposes to integrate the actor-centered power perspective with planning in order to elucidate which are the most powerful social actors and what are their interests in tourism development. Such perspective is enabled through the identification of these actors and their relation with coercion, dominant information, and incentives and disincentives, categories derived from the approaches to power developed by Krott. In order to achieve the objective, interviews were conducted by employing the snowball technique. The research hypothesis is that tourism planning in the Ilha Grande State Park (Rio de Janeiro, Brazil) is directed by the interests of the most powerful social actors. The results confirm such hypothesis and show that there is great conflict of interests between NGOs, Government, and the administration of the Conservation Unit.
